Advancing Teaching and Learning in Political Science: The Role of the American Political Science Association
This article reviews the work of the American Political Science Association in support of teaching and learning within the discipline. It draws from a variety of sources in which this agenda is elaborated, with three goals in mind: to characterise the wide variety of activities the Association has in place, to touch on the history of those efforts, and to put these activities into the broader context of the role of a learned society

Apsa Executive Director's Report, 2011
The annual executive director's report documents APSA's activities and directions for the year. The traditional core activities for a learned society are its journals and conferences. APSA, like its counterparts, also supports the discipline and the professional interests of members in a variety of ways: support for department chairs and academic programs, engagement with federal policymaking on support for scholarship and education, and attentio…
Annual Medeting and Exhibit Review: Disappointment and Renewal
Under threat of Hurricane Isaac, APSA cancelled the 108th Annual Meeting, scheduled to begin in New Orleans August 30, two days prior to its start. Preconference activities scheduled for August 29 already had been canceled because of the storm threat. In the words of then-president G. Bingham Powell, Jr. and incoming president Jane Mansbridge this cancellation was “a disappointing intellectual loss and a particular problem for the untenured membe…
Apsa Executive Director's Report, 2010
The Executive Director's Report is an annual report on the state and activities of the association, and for 2010, the APSA remains vigorous and in good health. Programs across a very broad range of activities are going forward well, including the Africa Workshops, the Congressional Fellowship Program, the Centennial Center, ongoing task forces, new social networking capabilities, committee initiatives, the Teaching and Learning Conference, Annual…

NSF Political Science Program Awards and AAAS Political Scientist Electees
The political science program of the National Science Foundation (NSF) announces it awards for basic research support and dissertation improvement grants for fiscal year 2010. The program funded 75 new projects and 31 doctoral dissertation improvement proposals. Additional program funds were spent on continuing grant increments, which result from awards that were made in previous fiscal years, but for which funds are being disbursed on a yearly b…
Apsa Executive Director's Report, 2009
The Executive Director's Report is an annual report on the state and activities of the association, and for 2009 it is hard not to reach outside the literal bounds of the association to reflect on the discipline, the academy, and the economy as a whole. Simply put, the American Political Science Association has weathered the financial storms of the past year well, though we know as well that reverberations from the economic downtown will continue…
Apsa Executive Director's Report 2008
This executive director's report provides a status report on the Association, an update on programs and activities, and reflections on some issues facing APSA for the future. The basic indicators for the APSA remain strong
Apsa Executive Director's Report 2007
The APSA remains a healthy and active association—programmatically and organizationally. We have a rich agenda of continuing programs to support the discipline. Because our forthcoming Annual Report will feature all of our operating programs, I will make only passing reference in this Executive Director's report to many of these core activities. I will focus here on some of the thinking behind how the Association approaches to issues facing schol…
Executive Director's Report, 2006
Each year the executive director makes an annual report to the Council and membership, typically recounted in densely packed text in the fall issue of PS. It's always good reading to be sure, but rarely brings to life the vibrancy, breadth, and rich texture of APSA activities. This year we are trying something new, and have prepared a more tailored and graphical APSA Annual Report as a stand alone booklet. It is available to all members, and was …
Academic Jobs in Political Science: A Review of Listings with the Apsa Jobs Service
The academic job market for political scientists has been relatively strong in recent years, with job listings in the last several years outpacing those in the 1980s and 1990s. The number of jobs posted for academic year 2003 was the highest in over 20 years. Listings for last year, AY2004, dipped from these recent highs. But early numbers of listings in AY2005 seem to have rebounded and are greater than those for corresponding quarters in the la…
Executive Director's Report, 2004
The executive director's report each year represents APSA's annual report and provides an opportunity to comment on current issues facing the Association and the discipline. This year's report touches on activities in all of our major program areas. In this preface, I'd like to mention several priority areas in which the Association took new steps in the last year. This should be acknowledged in the context of our substantial on-going agenda to m…

Executive Director's Report 2002
It is an honor to provide my first annual report as executive director of the American Political Science Association. The vital signs for APSA are healthy ones: membership at near record levels and growing; a vigorous agenda; new electronic services for members; and a positive financial status. Before recounting these details, and reviewing active and proposed initiatives on our agenda, however, I think it is useful to reflect about different asp…
Toward New Curricula for Public Works Managers
On September 10, 2000, the American Public Works Association convened a curriculum summit meeting of academic and public works leaders to discuss the development of newcurricula to prepare civil infrastructure managers for the challenges of the future. The meeting was prompted by concerns that the next generation of public works professionals is not getting training that is responsive to a new generation of needs and that public works professiona…
The Road to Tenure and Beyond for African American Political Scientists
African American political scientists are not tenured at the same rate as European Americans, nor do they hold similar rates of full professorships. This study examines data from the 1991-92 Departmental Survey of the American Political Science Association, as reported by chairs of 1,288 political science departments nationwide. The purpose of this study is twofold: (a) to measure the disparities in political science faculty rank and rates of ten…

Federal Influence and Urban Policy Entrepreneurship in the Local Prosecution of Economic Crime
In the early 1970's a score of local prosecutors around the United States instituted programs to address the problem of white collar crime and consumer fraud. This article analyzes this process of innovation as a form of policy entrepreneurship. The article concludes with consideration of key questions addressing the sources, character, and consequences of local policy entrepreneurship and the character of federal influence

Future Directions for Federal Urban Policy
Significant changes have occurred in U.S. urban policy since 1980. The Reagan Administration has successfully argued that urban needs should be subordinated to national economic performance, which has resulted in cutbacks in federal support for urban development and reduced federal involvement in local economies. In spite of this lessened role of the federal partner, local capacity for managing its own development is high. Mayors have found the p…

Reconnoitering State-Administered Enterprise Zones: What’S in a Name
Although the proposal was initially and unsuccessfully raised at the national level every year since 1980,30 states have come to adopt their own version of an enterprise zone system. This article reports the results of a 1985 mailed survey of the chief administrative officers of the state enterprise zone programs, analyzing how these officials: (1) rated the types of objectives that states have established for their programs, (2) evaluated the co…

Caseloads, Performance, and Street-Level Bureaucracy
It is well known that staff in public agencies have substantial discretion in carrying out their tasks. And it is widely claimed that heavy caseload pressure exacerbates such discretion. This study tests models of discretionary behavior induced by heavy caseloads in public agencies. It finds strong support for the argument that, facing both high short- term and long-term case volume, staff will segment caseloads by using readily identifiable "cue…

Political Science and the Savings and Loan Crisis
The savings and loan crisis is one of the more extraordinary developments in contemporary domestic affairs. It represents both public and private policy failures of major proportions, imposes costs on the public of between $100 and $500 billion, and creates exceptional new public management responsibilities. The Resolution Trust Corporation, created to “resolve” this crisis, is now the largest real estate agency in the nation, and, remarkably, th…
