Government polling in times of crises
Why governments want to learn about citizens' preferences. Explaining the representational logic behind government polling
While it is generally admitted that governments in most democracies make extensive use of public opinion research, we do not know much about the way they mobilize this resource. When and why do they want to learn about public opinion? What determines differences in the intensity of government polling over the electoral cycle? Are government opinion polls primarily a tool for testing the reception of government proposals or for learning more about…
Policy agendas in Germany – database and descriptive insights
Agenda-setting focuses on how political issues emerge within society, enter parliamentary debates and are responded to by government decisions. We introduce a database that traces policy issues in Germany between 1978 and 2017. These political activities include political inputs (public opinion), processes (party manifestos, parliamentary questions and government speeches), as well as outputs (laws). Each activity’s topic is identified using the …

Why do French MPs Focus More on Constituency Work than on Parliamentary Work
The relationship between French members of the National Assembly and citizens is paradoxical. On the one hand, the French political culture, constitution and history favour a very abstract conception of representation: MPs are supposed to act as trustees and collectively to embody the French Nation. On the other hand, they are deeply involved in their constituencies and express a great level of satisfaction being there. In order to understand how…

Far Away, So Close
The connection between Members of Parliament and citizens in France faces major cultural, institutional, and sociological challenges. Culturally, the legacy of both Rousseau’s theory of the general will and the Jacobins’ view on the unity of the nation’s territory and representative body show a consistent set of thoughts and claims emphasising the independence of the legislative branch from any other estate – including groups of citizens. MPs are…
