  • Pension Reform Effects in Times of Technological Change and Shifting Task Composition

Open Access•Bernhard Boockmann, Natalie Herdegen et al.•ARTICLE•Jahrbucher fur Nationalokonomie…•2026

We study heterogeneity in the effects of a pension reform in Germany: the introduction of the old-age pension for the very long-term insured, which lowered the threshold for full pension receipt from age 65 to 63. Using a regression discontinuity design (RDD) and rich administrative pension data, we estimate the effects of the reform on eligible workers who differ in a number of occupational characteristics. Transitions into the new early retirem…

  • Should Welfare Administration be Centralized or Decentralized? Evidence from a Policy Experiment

Open Access•Bernhard Boockmann, Thomas Walter et al.•ARTICLE•German Economic Review•2015

The 2005 reform of the German welfare system introduced two competing organizational models for welfare administration. In most districts, a centralized organization was established where local welfare agencies are bound to central directives. At the same time, 69 districts were allowed to opt for a decentralized organization. We evaluate the relative success of both types in terms of integrating welfare recipients into employment. Compared to ce…

  • Evidenzbasierte Wirtschaftspolitik in Deutschland

  • Intensifying the use of benefit sanctions

Open Access•Bernhard Boockmann, Stephan L Thomsen et al.•ARTICLE•IZA Journal of Labor Policy•2014

In Germany, imposition of benefit cuts for non-compliant welfare recipients depends on the policy of the local welfare agencies resulting in considerable regional variation, expressed in milder and stricter sanction regimes. Findings from international studies show, that benefit sanctions can substantially increase individual employment uptake. This raises the question, whether a stricter use of sanctions will be effective in Germany. We analyze …

  • Vermittlerstrategien und Arbeitsmarkterfolg – Evidenz aus kombinierten Prozess- und Befragungsdaten

  • Do human rights offenders oppose human rights resolutions in the United Nations

    Open Access•Bernhard Boockmann, Axel Dreher•ARTICLE•Public Choice•2011•Cited by: 9•References: 56

We investigate whether countries with poor human rights records oppose human rights resolutions in the United Nations General Assembly. An instrumental account of voting would suggest that these countries aim to weaken resolutions since they could be future targets of these policies. We estimate determinants of voting using 13,000 individual voting decisions from 1980 to 2002. Our results from ordered probit estimation show that a country’s human…

  • Die Veränderung individueller Beschäftigungsfähigkeit durch arbeitsmarktpolitische Intervention

Martin Brussig, Thomas Walter et al.•ARTICLE•Sozialer Fortschritt•2010•Cited by: 1•References: 14

  • Workers, Firms, or Institutions

Open Access•Bernhard Boockmann, Susanne Steffe et al.•ARTICLE•Industrial and Labor Relations…•2010•Cited by: 3•References: 33

The authors examine job durations of German workers using the Linked Employer-Employee Data of the Institute of Employment Research (LIAB). Results indicate that exit rates are strongly influenced by firm characteristics, such as the existence of works councils and the opportunity for further training. The effects of these characteristics, however, are limited to jobs held by blue-collar workers or by those possessing vocation-educational skills.…

  • Partisan politics and treaty ratification

    Open Access•Bernhard Boockmann•ARTICLE•European Journal of Political…•2006•Cited by: 11•References: 30

This article looks at the political and economic determinants of the ratification of International Labour Organisation conventions by 17 Organisation for Economic Cooperation and Development countries since 1960. Two well‐known models of intra‐governmental decision making – the veto player model and the portfolio allocation model – provide alternative assumptions regarding the political process. Results from stratified Cox estimation of the ratif…

  • Agenda Control by Interest Groups in Eu Social Policy

    Open Access•Bernhard Boockmann•ARTICLE•Journal of Theoretical Politics•1998•References: 16

Some authors have asserted that the Agreement on Social Policy (the `Social Chapter' of the Maastricht Treaty), by allowing the social partners (trade unions and employers' associations) to bargain over the contents of planned social legislation, grants them the power to set the agenda in the Council of Ministers. A problem is that the precise definition of each actor's competences is unclear from the wording of the Agreement. The first purpose o…
