Measuring the effectiveness of fiscal policy in multidimensional poverty reduction
The Most Telling Aspect of Poverty
Multidimensional Poverty and Natural Disasters in Argentina (1970–2010)
This paper studies the effect of multiple natural disasters occurred in the different districts of Argentina between 1970 and 2010 on their multidimensional poverty, as measured by a Multidimensional Poverty Index (MPI) comprising five core dimensions of well-being: housing, basic services, standard of living, education and employment. The paper uses household microdata of the last census, and natural disasters registry from the DesInventar datab…
Disasters and economic growth
Disasters pose a serious threat globally. In this paper we estimate the impact of disasters on economic growth at the district level for Argentina, for the period 1992–2013. Due to the lack of disaggregated GDP data, night light maps reported by the United States' National Oceanic and Atmospheric Administration (NOAA) are used as a proxy for economic activity. Disaster information comes from the records of the Disaster Inventory System (DesInvent…
Persistent effects of natural disasters on human development
Convergencia y desarrollo en la Argentina urbana (2003–2016)
Full article is in Spanish English Abstract: This article analyses the recent evolution of territorial disparities in Argentina, measured by a Multidimensional Poverty Index, by carrying out a formal convergence analysis between agglomerates. In particular, the existence of absolute β-convergence and σ-convergence is tested. The information comes from the microdata of the Permanent Household Survey. The results suggest that, although an end-to-en…
The Importance of Reliability in the Multidimensional Poverty Index for Latin America (MPI-LA)
We recently proposed a Multidimensional Poverty Index for the Latin America (MPI-LA) region implementing a broadly used methodology developed by Sabina Alkire and James Foster. The present note is a response to Hector Najera and David Gordon’s paper (published in this volume), in which they claim that the MPI-AL is an ‘unreliable measure of poverty’ because it does not pass some statistical tests that they consider applicable to multidimensional …
Growth and Poverty Revisited from a Multidimensional Perspective
The actual impact of economic growth on poverty reduction is of fundamental importance to the development agenda. This paper offers new empirical evidence on growth and poverty measured from a multidimensional perspective using the global Multidimensional Poverty Index. Results from a First Difference Estimator Model suggest that while economic growth reduces multidimensional poverty, this impact is well below a one-to-one relationship and lower …
On the Interaction Between Focus and Distributional Properties in Multidimensional Poverty Measurement
In the multidimensional poverty measurement literature, most measures satisfy the deprivation focus property, which means that they disregard any improvement in non-deprived achievements. Such measures cannot satisfy strong distributional properties as traditionally defined, because the distributional transformations among the poor are allowed to take place among their non-deprived achievements. We formally address this incompatibility and propos…
Pobreza y medio ambiente
A Multidimensional Poverty Index for Latin America
This paper proposes a new Multidimensional Poverty Index for Latin America. The index combines monetary and non‐monetary indicators, updates deprivation cut‐offs for certain traditional unsatisfied basic needs indicators and includes some new indicators, aiming to maximize regional comparability within the data constraints. The index is estimated for 17 countries of the region at two points in time—one around 2005 and the other around 2012. Overa…
Multidimensional Poverty Measurement and Analysis
Multidimensional poverty measurement and analysis is evolving rapidly. Quite recently, a particular counting approach to multidimensional poverty measurement, developed by Sabina Alkire and James Foster, has created considerable interest. The publication of the Multidimensional Poverty Index (MPI) estimates in Human Development Reports of United Nations Development Programme since 2010, and national poverty measures released in Mexico, Colombia, …

Poor and dissatisfied? Income poverty, poverty transitions and life satisfaction in Chile
Chile is an interesting country in which to study the relationship between poverty and subjective wellbeing, having experienced a remarkable fall in poverty over the past two decades. This paper explores how poverty status and transitions in and out of poverty contributed to life satisfaction in the late 2000s. Using new data for 2006 and 2009, we find that poor people were more dissatisfied with life than the non-poor and that income gains did n…
