    From the perspective of historical institutionalism, I argue that state capacity, democracy, and their interaction shape the distribution of human vulnerability in natural disasters. The ruling elite, irrespective of whether it is democratic, has the incentive to develop state capacity to prevent damage caused by natural disasters, which is considered a threat to its rule and revenue.
