  • Managing Spoilers in a Hybrid War: The Democratic Republic of Congo (1996–2010)

David Fuamba, Masako Yonekawa et al.•ARTICLE•Politikon•2013•Cited by: 2•References: 24

Scholarship on the management of spoilers in a hybrid type of conflict is almost non-existent. Through an examination of the recent Congolese wars and peace efforts (1996–2010), we develop an understanding of how spoilers are managed in a conflict characterised by both interstate and intrastate dynamics. Certainly, more strategies of dealing with spoiler behaviours in this type of conflict are likely to emerge as similar cases are investigated, b…

  • The new security in democratic South Africa: A cautionary tale

    Annette Seegers•ARTICLE•Conflict Security and Development•2010•Cited by: 1•References: 25

The broadened and deepened notion of security has been evolving in two dimensions, one primarily intellectual and the other concerned more with political practice and policy. This paper briefly describes these dimensions, and then critically examines the acceptance of the new notion of security in the form a security- is-development thesis in South African security policy. This case shows how the security-is-development thesis affects the functio…

  • Peacebuilding: Imperialism's new disguise

    Constanze Schellhaas, Annette Seegers•ARTICLE•African Security Review•2009•Cited by: 2•References: 11

Since the early 1990s a growing emphasis on peacebuilding has marked the international community’s responses to conflicts. Supporters of peacebuilding have promoted it as a new international idea, usually tracing it back to then United Nations Secretary-General Boutros Boutros-Ghali’s An Agenda for Peace in 1992 in which he proposes responsibilities and responses for the UN and the international community. Peacebuilding is expressed in different …

  • Transformation in the South African Military: A Study of the Gender-Representivity Component in the South African Navy

Annette Seegers, Simon Taylor et al.•ARTICLE•Politikon•2008•Cited by: 2•References: 4

In 1994 the newly elected ANC government embarked on an ambitious project of transformation, of which gender equality is a critical principle. The South African Navy is required to implement this principle of gender equality as part of its transformation. Our assessment starts with the Navy's policies regarding Gender Transformation, proceeding to an examination of the numbers of women serving in the Navy, their rank distribution, the situation c…

  • Towards an understanding of the Afrikanerisation of the South African state

    Open Access•Annette Seegers•ARTICLE•Africa•1993•Cited by: 5•References: 17

With President F. W. De Klerk's speech of 2 February 1990 and the dramatic changes subsequently evident in South African politics, many scholars have aptly turned their eyes on the state. If a transition towards some form of majority rule is at hand, as most observers believe, the questions are: what is the condition of the state to be inherited by the new governors, and how did it acquire this condition? One of the most striking processes has bee…

  • Current Trends in South Mrica's Security Establishment

    Open Access•Annette Seegers•ARTICLE•Armed Forces & Society•1992

This article assesses three security trends in a transitional South Africa: the role of the police, the military's relation to state power, and what has not happened. Budgetary allocations to and the size of the South African Police have been vastly increased and the SAP-command structure has been regionalized. Although the military's confidence remains high, its grip on state power has been weakened. That the causes of these trends cut back to a…

  • Theories of revolution: The Third Generation After the Eighties

    Annette Seegers•ARTICLE•Politikon•1992•References: 35

During the past decade, the dominance of structuralist ‘Third Generation’ scholarship in the study of revolutions has been challenged by the emergence of a variety of theoretical and methodological approaches. These have dislocated the understanding of revolution in five crucial areas: the relation of revolution to modernity, the role of ideas and political will, equality, war, and the importance of peasants. These dislocations are explored by su…

  • One state, three faces: Policing in South Africa (1910-1990)

    Annette Seegers•ARTICLE•Social Dynamics•1991•Cited by: 2•References: 2

This article describes and analyses state behaviour in South Africa between 1910 and 1990 as reflected in its policing. Major changes are identified on the basis of a spectrum of behaviour: liberal, totalitarian, and authoritarian. What makes the South African case noteworthy is the simultaneous development of all three modes of policing. Although not the only causal factor, this was a consequence of a state which legislated a divided society int…

    Open Access•Annette Seegers•ARTICLE•The Journal of Modern African…•1991•Cited by: 5•References: 2

Analyses of the South African state during the 1970s and 1980s all tried to come to grips with the rôle of the Security forces.1Research justifiably ran in different directions, but the National Security Management System soon became an essential part of recent work,2albeit remaining very much of a mystery.3Since we need to know how it originated, developed, and operated in practice, as well as its legacy, this article attempts to describe the N.…

  • Strategy in national revolutions: Some Aspects of Frelimo's Revolutionary Strategy

    Annette Seegers•ARTICLE•Politikon•1977•Cited by: 1•References: 6

There are profound differences between various revolutionary strategies, especially when they employ guerrilla warfare. These differences have however been obscured by a somewhat mechanical approach in studying the end to be served. Such differences result from the influence of factors in the strategic context of the particular revolution, for example whether the target of revolutionary activity is an internal or external regime. Should guerrilla…
