In recent months the United States scrutinized the reauthorization of two critical pieces of legislation—those of the Comprehensive Immigration Reform Law and the No Child Left Behind Act—and disagreed on many of the issues involved in these two pieces of legislation. This paper describes a collaborative action-research project initiated by two professors of multilingual = multicultural education at a large US university, whose goal was to update a required first-semester graduate course in a bilingual/second language teacher-education programme and to adapt it to the needs of students and schools faced with a range of bilingual learner needs. This study describes and analyzes a teacher-education partnership between two institutions of higher education (IHEs) and three local educational agencies (LEAs) located in a large suburban area. Working collaboratively, these five organizations designed and developed a career-ladder teacher-education program that prepares experienced bilingual paraeducators currently working full time at local schools to become “highly qualified” teachers of Eng…

Losses arising from natural disasters continue to mount world-wide, though the most alarming social and economic dislocations are occurring in developing countries. How effectively social institutions protect against and adjust to catastrophic events is an issue which has generated a growing body of research. This paper surveys anthropological contributions to natural-disaster studies and considers their relevance for disaster mitigation policy. …
