The Promise and Pitfalls of Conflict Prediction: Evidence from Colombia and Indonesia
How feasible is violence early-warning prediction? Colombia and Indonesia have unusually fine-grained data. We assemble two decades of local violent events alongside hundreds of annual risk factors. We attempt to predict violence one year ahead with a range of machine learning techniques. Our models reliably identify persistent, high-violence hot spots. Violence is not simply autoregressive, as detailed histories of disaggregated violence perform…
Graphic Warning Labels and the Cost Savings from Reduced Smoking among Pregnant Women
Introduction: The U.S. Food and Drug Administration (FDA) has estimated the economic impact of Graphic Warning Labels (GWLs). By omitting the impact on tobacco consumption by pregnant women, the FDA analysis underestimates the economic benefits that would occur from the proposed regulations. There is a strong link between the occurrence of low birth weight babies and smoking while pregnant. Low birth weight babies in turn generate much higher hos…

The New South Africa (review)
Reviewing this book early in 2003 leaves me regretful of the long lead time for the publication and reviewing of books intended to be timely. Guy Arnold, a capable journalistic writer on international—and particularly African—topics, provides a detailed review of political and economic developments in South Africa between the all-race elections of April 1994 and 1998. He is a careful observer of a wide range of issues, and the pivotal nature of t…

Socialization of permanent representatives in the United Nations: Some Evidence
Cross-sectional evidence from interviews at the United Nations found some delegate socialization. Third World delegates with longer tenure showed frustration with the organization, expansionist interests toward its economic activities, and satisfaction with their governments' missions to the United Nations, suggesting increased identification with governmental supranationalist goals. Western delegates with longer tenure showed cynicism about worl…
