Watkins, the Dene, and Northern political economy
In the mid-1970s, Mel Watkins was recruited by the Dene of the Northwest Territories in their opposition to the construction of a natural gas pipeline system in their homeland. The experience led him to a major breakthrough in the staple analysis as applied to Canada as he revised the analysis to take Indigenous land rights into account. Watkins’ time in Yellowknife was also the beginning of his lifelong commitment to redress injustices experienc…

James Robert Lotz (1929–2015)

Social Cohesion and Living Conditions in the Canadian Arctic
Environment, race and nation reconsidered
The course of development in Northern Canada has been transformed in the last 30 years by the comprehensive land claims process. For much of the twentieth century, the settlement and development of northern Canada was experienced by Aboriginal people as a continuing process of encroachment on (and sometimes transformation of) their traditional territories, and of restriction of their customary livelihood. Examples of this process included the alt…
Inuvialuit Use of the Beaufort Sea and its Resources, 1960-2000
Comprehensive, census-type surveys of Inuvialuit harvesters were conducted in the Inuvialuit Settlement Region (ISR) in the 1960s (Area Economic Surveys) and 1970s (Inuit Land Use and Occupancy Project) and in the 1990s (Inuvialuit Harvest Study). These surveys, supplemented by other case studies, provide a basis for comparing Inuvialuit use of the Beaufort Sea and its resources in the 1960s and the 1990s. The geographic extent of harvesting was …

Traditional Ecological Knowledge in Environmental Assessment and Management
It is now a policy requirement that "traditional ecological knowledge" (TEK) be incorporated into environmental assessment and resource management in the North. However, there is little common understanding about what TEK is, and no guidance on how to implement the policy in public arenas where knowledge claims must be tested. The problems are inconsistent and unclear definitions of TEK, and insufficient attention to appropriate methods of organi…

Native Harvest Surveys and Statistics
Native harvest statistics are counts, or estimates, of the number of animals by category taken by a specific group of native people during a specific time period. These statistics are significant for basic research in the social and biological sciences, for public policy and for the resolution of environmental conflicts in the North. This paper reviews and assesses two common sources of native harvest data - administrative and monitoring records,…

Evaluating Country Food in the Northern Native Economy
A means is sought of estimating the value of domestically-produced country food, which is of considerable importance in the northern native economy. The problems involved include the determination of the actual volume of production as well as the uses made of it, the evaluation of income in kind, particularly through the imputation of cash values, and the assessment of the intangibles involved in any direct comparison between the modern and tradi…

The Growth and Decay of the Trading and Trapping Frontiers in the Western Canadian Arctic1
The Use of Snowmobiles for Trapping on Banks Island
The village of Sachs Harbour on Banks Island, Northwest Territories, has been the outstanding example of a successful trapping community in northern North America for a generation .... Trapping is still the full-time occupation of virtually every active male, and per capita income from trapping is higher than in any other settlement in the Arctic or Subarctic. Eighty-seven per cent of cash income at Sachs Harbour was derived from trapping during …
The Canadian Western Arctic
The Alaskans, numbering somewhat over 5,000,2 were divided into two separate but interdependent ecological orientations: the whale hunting people of the coast, concentrated between Point Barrow and Point Hope, and the inland caribou hunting peoples of the Brooks Range. The Alaskan coast between Point Barrow and Barter Island was uninhabited, although in summer it was a meeting ground where Mackenzie and Alaskan Eskimos came to trade. To the east …
On the Relationship of Weight, Length and Girth of the Ringed Seal ( Pusa hispida ) of the Canadian Arctic
Analyzes the relationships between the standard length, max girth, axillary girth and blubber thickness of 73 ringed seals, 71 of them taken at Sachs Harbour, Aug-Sept 1966. Data for the 61 seals from SW Baffin Island first studied by MacLaren, No 53026, are reanalyzed to determine which relationships give the most reliable prediction of weight. A formula using length and max girth as factors is the most precise, and the best single indicator is …
