Peace Settlements and Political Transformation in Divided Societies examines what happened to Northern Ireland and South Africa after their miraculous political settlements in the 1990s, in which comparison between the two cases played a small but significant role. The author extends the story by exploring the connections between these two deeply divided societies during the consolidation of their settlements. He shows the ways in which their pat…

  • Northern Ireland, Brexit, and the Interpretation of Self-Determination

    Adrian Guelke•ARTICLE•Nationalism and Ethnic Politics•2019

The legitimacy of the partition of Ireland has been inextricably bound up with interpretations of self-determination. The creation of Northern Ireland following the First World War was just about defensible in terms of the understanding of the principle of national self-determination prevalent at the time. But in the context of the post-colonial emphasis on territory in establishing who was entitled to self-determination, Northern Ireland’s statu…

  • The Risk to Northern Ireland

    Open Access•Adrian Guelke•ARTICLE•Journal of democracy•2017•Cited by: 4

The United Kingdom’s 23 June 2016 vote to leave the European Union represents an immense challenge for the Irish peace process. The implicit assumption of continuing British and Irish participation in Europe was woven into the terms of the Belfast Agreement of 1998, which brought an end to three decades of intercommunal violence known as the Troubles. This assumption underpinned guarantees to cross-border participation and equal treatment of the …

  • Irish Republican Terrorism: Learning from and Teaching Other Countries

Adrian Guelke•ARTICLE•Studies in Conflict and Terrorism•2016•Cited by: 2

Violent nationalism in Northern Ireland has drawn inspiration from a tradition of physical-force republicanism that dates back centuries. The consequence has been a strong tendency for Irish republicans to draw on that history as a source of ideas for their conduct of campaigns of violence. However, during Northern Ireland's most recent Troubles from the late 1960s to the 1990s, external influence on the republican movement was evident in some of…

  • Northern Ireland: International and north/south issues

Adrian Guelke•CHAPTER•Ireland and the Politics of Change•2014

Persistence of parochialism and resistance to the influence of globalisation form striking features of the politics of Northern Ireland, so that the notion that the province is stuck in a time-warp remains one of the commonest observations made about its communal divisions. The involvement of countries outside the British Isles in the conflict needs to be divided into state-level interventions and transnational exchanges at a nongovernmental leve…

  • Northern Ireland's Flags Crisis and the Enduring Legacy of the Settler-Native Divide

    Adrian Guelke•ARTICLE•Nationalism and Ethnic Politics•2014•Cited by: 6

The upsurge of unrest in Northern Ireland in December 2012 was unexpected as it ran counter to the prevailing assumption that the settlement of the conflict embodied in the Good Friday Agreement of April 1998 had finally taken root. Prior to the Belfast City Council's decision to limit the flying of the Union flag to designated days, Northern Ireland's political dispensation seemed completely secure. Indeed, arrangements for Northern Ireland's go…

This article traces the role of the US in Northern Ireland, from the 1970s onwards. By examining the role of various US administrations, as well as the evolution of the peace process and the British–Irish relationship, it is concluded that the US, although important, was not a causal factor in the peace process. Intervention is defined in the first part of the article and US administrations from President Carter to President Obama are examined so…

    Adrian Guelke•ARTICLE•Nationalism and Ethnic Politics•2009

The article revisits South Africa's unexpected transition to majority rule during the early 1990s. It underscores how surprising this development was by recalling the range of possibilities that appeared to exist at the time of apartheid's demise. The course of events that led to the African National Congress's achieving its objective of one person one vote in an undivided country is briefly explained, while the longer term trends that helped to …

Alternative accounts of the Northern Irish peace process are analyzed. It is noted that neither Unionist nor Republican accounts accord a significant or positive role to civil society in the reaching of a political settlement. It is only in what might be called the metropolitan liberal perspective that influence is attributed to the role of civil society in achieving a settlement. Two junctures at which civil society, centered on the third sector…

  • The United States, Irish Americans and the Northern Ireland peace process

    Adrian Guelke•ARTICLE•International Affairs•1996•Cited by: 14

The Clinton administration's involvement in the Northern Ireland peace process is the culmination of a long period of lobbying by Irish-American groups. The leading role in influencing the Clinton administration has been taken by a new grouping, Americans for a New Irish Agenda. But longer-established organizations with varying approaches have also had an impact on the evolution of American policy towards Northern Ireland. The Clinton administrat…

    Open Access•Adrian Guelke•ARTICLE•Government and Opposition•2007•Cited by: 8•References: 1

Preserving Northern Ireland's peace process in the midst of a war against international terrorism has presented the British government with a series of dilemmas at the level of political rhetoric, policy-making and legislation. The peace process demands adherence to human rights standards to provide a foundation for the new political dispensation, while an implication of the necessity for a war against terrorism is that restrictions on liberty ar…

  • Interpretations of political violence during South Africa's transition

    Adrian Guelke•ARTICLE•Politikon•2000•Cited by: 8•References: 3

This article evaluates conflicting interpretations of political violence during South Africa's transition between 1990 and 1994. Its point of departure is the Report of the Truth and Reconciliation Commission (TRC). It is argued that the 'third force' interpretation favoured by the TRC does not provide a convincing explanation of the violence, especially after the Record of Understanding of September 1992. Alternative explanations, including that…

  • Dissecting the South African miracle: African parallels

    Adrian Guelke•ARTICLE•Nationalism and Ethnic Politics•1996•Cited by: 8•References: 2

This article analyses the establishment of an inclusive liberal‐democracy in South Africa. It contends that the representation of the South African transition as a miracle rests on two common myths: the myth of non‐racialism and the myth of the South Africa model. It is argued that the 1994 elections revealed an electorate polarized on racial lines and that the notion of the transfer of power in South Africa as unique is overdrawn. It points out …

  • The ballot bomb: Terrorism and the electoral process in northern ireland

Adrian Guelke, Jim Smyth•ARTICLE•Terrorism and Political Violence•1992•Cited by: 6

Why Republican and Loyalist paramilitaries intervened in elections in Northern Ireland during the 1980s to buttress their credibility is examined. The failure of Loyalist candidates to attract votes is contrasted with the success achieved by Republican candidates as a result of the 1981 hunger strike crisis. It is argued that the British public's stereotype of terrorism in Northern Ireland amplified the political impact of Sinn Fein's electoral b…

A striking legacy of the attempt of the South African govern ment to use imposed ethnic categories as a basis for apartheid has been an overwhelming rejection by the subordinate communities of the use of ethnicity as the basis in any shape or form for political rights. This is in sharp contrast to the demands for the political recognition of ethnic rights being made elsewhere in the world. Attempts by Lijphart and others to apply consociationalis…

  • Violence and electoral polarization in divided societies: Three cases in comparative perspective

    Adrian Guelke•ARTICLE•Terrorism and Political Violence•2000•Cited by: 3•References: 2

Three elections, all of which took place at the end of May 1996, are examined in order to analyze the impact of violence on political attitudes in deeply divided societies. They are the Israeli general election of 29 May 1996; the Northern Ireland forum elections of 30 May 1996; and local elections in the Western Cape province in South Africa on 29 May 1996. It is argued that what the outcome of the elections in Israel and Northern Ireland demons…
