Vulnerability to heat exposure
Decarbonizing Affordable Housing in New York City
Buildings account for about 30% of global greenhouse gas emissions. Retrofitting existing buildings for electrification and energy efficiency is a necessary first step toward building decarbonization. For the City of New York to reach its ambitious decarbonization goals, the city must create market conditions to allow rapid scaling up of deep energy retrofits. RiseBoro Community Partnership delivered one such innovative deep energy retrofit proje…
Planning for Climate Leadership
The profession of planning must act now to become an integral player addressing the existential crisis of climate change. This Commentary builds on the findings of the 2020–2021 Association of Collegiate Schools of Planning’s Presidential Climate Action Task Force, which assessed opportunities to enhance the academy’s climate leadership in research, teaching, and operations. We argue that our field must integrate climate research and education in…
Straight out of Cape Cod
This policy history describes how community choice aggregation was created in Massachusetts by a small group of advocates and subsequently spread across the US. Twenty-one interviews with key participants, primary materials from government and personal archives, and newspaper articles were used to attribute and corroborate these events. A new finding is that community choice aggregation was created as part of electric sector restructuring efforts…

Further Opportunities to Reduce the Energy Use and Greenhouse Gas Emissions of Buildings
Buildings and energy systems are shaped within many different kinds of departments and agencies throughout local governments. This article argues that further opportunities exist to reduce the energy use of buildings and their associated greenhouse gas (GHG) emissions through the existing powers and jurisdiction of local governments. We use the example of New York City, where buildings produced 73 percent of all GHG emissions in 2014. By analyzin…
Intersecting Residential and Transportation CO 2 Emissions
This article uses a series of fixed-ratio projections and scenarios to explore the potential for local residential energy conservation mandates and compact growth programs to reduce locally based CO 2 emissions in eleven representative US metropolitan areas. Averaged across all eleven metros, residential energy conservation mandates could reduce residential CO 2 emissions in 2030 by an average of 30 percent over and above 2010 levels. In terms of…
Life Cycle Greenhouse Gas Emissions of Crystalline Silicon Photovoltaic Electricity Generation
Published scientific literature contains many studies estimating life cycle greenhouse gas (GHG) emissions of residential and utility‐scale solar photovoltaics (PVs). Despite the volume of published work, variability in results hinders generalized conclusions. Most variance between studies can be attributed to differences in methods and assumptions. To clarify the published results for use in decision making and other analyses, we conduct a meta‐…
Process Design and Economics for Biochemical Conversion of Lignocellulosic Biomass to Ethanol
This report describes one potential biochemical ethanol conversion process, conceptually based upon core conversion and process integration research at NREL. The overarching process design converts corn stover to ethanol by dilute-acid pretreatment, enzymatic saccharification, and co-fermentation. Building on design reports published in 2002 and 1999, NREL, together with the subcontractor HarrisGroup Inc., performed a complete review of the proce…
Student engagement in very large classes
The rapid growth in the student population observed in higher education over the past 10–15 years in some countries has coincided with an increased recognition of student engagement and its value in developing knowledge. Active learning approaches have the potential to promote student engagement with lectures, but this becomes more challenging as class sizes increase. This study investigates student engagement from the teachers’ perspective, to i…
