Globalizing Higher Education: Designing the International Leadership Academy at the University of Utah
Nearly all campuses are determining ways by which they could internationalize the curriculum to connect their campus with the world. While study abroad programs are quite common, a less used mechanism that makes this important connection is a global leadership program. At the University of Utah, one innovative program is the International Leadership Academy, which integrates globalization into a class that provides students with conceptual skills…
The emergence of civil society organizations in South Africa
Only in the last 25 years or so have interest groups in Sub‐Sahara Africa become a focus of academic research. This is mainly due to an increasing number of societies becoming more democratic. What earlier research was conducted on interests and interest group activity in the sub‐region, heavily favoured a corporatist perspective; but in recent years the emphasis has been on the role of civil society organizations (CSOs) in their relatively more …
Deepening democracy: Demarcation, traditional authorities, and municipal elections in South Africa
Since the end of apartheid in South Africa, municipal elections often have been overlooked. Many analysts have discussed the significance of the national elections, but few have analyzed municipal elections. I argue that local elections are important indicators of democratic consolidation and the deepening of democratic procedures in South Africa. This article examines two issues that shaped recent municipal elections: the electoral demarcation p…
Japan's Foreign Aid Policy to Africa Since the Tokyo International Conference on African Development
Japan celebrated its fiftieth year as a major donor in official development assistance in 2004, it is appropriate to reflect on the forces and motivations behind the implementation of foreign aid.1 While the literature on Japan's foreign aid has been informative overall, most of it has focused on the relationship between Japan and other Asian recipient countries. Certainly there is good reason for this emphasis, considering that 90 percent of Jap…

The Dynamics of the Two-Level Bargaining Game: The 1988 Brazilian Debt Negotiations
This study examines the case of the Brazilian debt rescheduling agreement of 1988 as a two-level game in which each of the two main negotiators—the Brazilian state and the international bank advisory committee—must satisfy its own constituents while trying to negotiate an international agreement. It is argued that the interaction between the domestic and international levels must be understood in order to explain the outcomes of international deb…

The Paradox of State Power in Africa: Debt Management Policies in Kenya and Zimbabwe
A central debate in the literature on the state has focused on the state's relative strength and weakness in relation to society (Skocpol 1979; Nordlinger 1981, 1987; Evans, et al., 1985; Carnoy 1984). While this debate initially examined developed states and, more recently, semi-industrialized states in Latin America, increasing attention has shifted to African states. It is here where a paradox has emerged that has generated further questions a…
