The “Rural Face” of War and Peace in Colombia: Campesinos as Victims in the After-Maths of the Armed Conflict
Considering that the politics of who counts as a victim of an armed conflict is a starting point for both national reparation programs and truth-seeking mechanisms, this article investigates how the campesino came to be rendered by the Colombian transitional justice system as the main victim of the armed conflict. To investigate the grid of intelligibility informing the work of that system, we first trace the historical encounters between the tec…
Problematizing Managerial Militarization: Claims to Military Logistical Expertise in the Covid-19 Pandemic in Brazil
The Brazilian Armed Forces have had a prominent role in the response to the COVID-19 pandemic. We take this participation as an entry point to confront traditional assumptions of studies on civil-military relations and militarization, investigating a particular claim used to justify the mobilization of the Brazilian military in health-related activities: their credentials in a managerial expertise in logistics. In doing so, we argue that there is…

In this Dossier, four scholars reflect on Nicholas Onuf’s leading article, ‘Metaphoricizing modernity’, (re)engaging with – and celebrating – more broadly Onuf’s groundbreaking work from different places, perspectives, and angles. Part II rethinks (with) Onuf from Latin America, questioning and provincializing (certain) metaphors and metaphoricizing. Preventing extremisms, taming dissidence: Islamic radicalism and black extremism in the U.S. making of CVE
This article explores the effects of the recent discursive re-articulation of terrorism into one of violent extremism. To do that, we examine the conditions for the emergence of the “Countering Violent Extremism” (CVE) strategy as a solution to diagnoses of failure in the war on terror. More specifically, we historicise the architecture of counterterrorism in the U.S., revealing the formation of an inside/outside division between agencies engaged…

Security issues during Lula's administration: From the reactive to the assertive approach
Brazil's security agenda during Lula's administration was not homogeneous through the two mandates: the first tenure (2002-2006) revealed a reactive approach towards security topics, while the second one (2006-2010) was more assertive. More specifically, the shift occurred in terms of both its geographical scope - once it incorporated global issues in a more systematic way -, and instruments through which the security agenda was exercised, given …
