Tantric State: A Buddhist Approach to Democracy and Development in Bhutan
Bhutan’s unique Buddhist-based democracy and economy provides an authentic basis for theoretical and empirical comparison with democracies and economies founded on liberal, Enlightenment principles. Bhutanese Buddhist and Western liberal conceptualizations of the individual “self,” “human nature,” and “the pursuit of happiness”—the building blocks of democratic and market-based economic theory—differ profoundly. Hence, Buddhist and liberal concep…

Rich digital media as a tool in post-conflict truth and reconciliation
Modern rich digital media (such as interactive systems with audio and video as well as text) have not been robustly deployed as a tool in the processes of peace-building, healing and reconciliation in nations emerging from civil conflict. This article studies the use of rich digital media in Liberia, a country that has only recently emerged from a protracted and intense civil war. The authors demonstrate that, when rich digital media are used to …

The emotive causes of recurrent international conflicts
Many international conflicts are recurrent, and many of these are characterized by periods of violence, including wars, that are hard to describe as planned products of rational decision-making. Analysis of these conflicts according to rational-choice international-relations theory or constructivist approaches has been less revealing than might have been hoped. We consider the possibility that emotive causes could better explain, or at least impr…
War and Reconciliation: Reason and Emotion in Conflict Resolution
This book is the first systematic examination of the impact of reconciliation on restoring and maintaining peace following civil and international conflicts. Through eleven comparative case studies of civil war and eight of international conflict, it constructs a surprising explanation for when and why reconciliation restores social order. The civil war cases reveal that successful reconciliation is associated with a process of national forgivenes…
Personal data privacy protection in an age of globalization: The US-EU safe harbor compromise
Hypotheses on the impact of global trade and information flows on state sovereignty and interstate policy convergence have proliferated ahead of empirical studies assessing their explanatory accuracy or predictive powers. The recent personal data privacy protection dispute between the European Union and the United States is a critical case study for examining and refining many of these hypotheses. Personal data privacy protection is a policy real…
War and reconciliation
Reconciliation between countries following a war or a series of wars has attracted little scholarly attention as a phenomenon to be studied even though it receives journalistic coverage and past cases of reconciliation have been extensively described. This paper uses four international events datasets to explore whether reconciliation events have a discernible impact on the relations between countries, and if so, the nature of that impact. The pa…

Trade and Technology Incentives and Bilateral Cooperation
This article develops a theory of how economic incentives alter a state's external payoff environment and affect its internal preferences and choices. Externally, incentives offer an exchange of economic gains from trade and technology transfer for political concessions. Incentives may be compelling in altering state behavior and fostering bilateral cooperation over time, especially when: (1) both the sender and the recipient stand to gain in eco…

National Security Versus National Welfare in American Foreign Economic Policy
Policies of freer trade and greater economic openness became a hallmark of U.S. foreign economic policy after World War II. American policymakers came to accept that the improvement of economic conditions abroad correlated directly with prosperity at home. During that period, U.S. support for policies of economic openness assumed the compatibility of economic liberalism and national security

Economic Incentives and International Cooperation: Technology Transfer to the People's Republic of China, 1978-86
Long-term, economic incentive programs are a more pervasive feature of international relations than is generally appreciated. This article examines a recent incentive program - US technology transfer to the People's Republic of China - to determine its role in fostering bilateral cooperation (policy adjustment by one state to facilitate the goals of another) and in contributing to international peace and stability. The initial findings suggest th…

An Ecological Analysis of Voting Behavior in Baton Rouge: From Strom Thurmond to George Wallace
For at least twenty years three homogeneous areas have comprised the ecological pattern of Baton Rouge, divided along at least two dimensions—one occupational (manual—nonmanual) and the other ethnic (black-white). Presidential voting data by precincts from 1948–68 were subjected to analysis of variance. After higher than expected Republican support earlier, in the last two elections black areas have voted strongly Democratic. Upper-white and whit…
