Revisiting Sino–Indian Conflicts on the Sikkim–Tibet Border, 1965–1967
China and India experienced two intense but contained armed encounters on the Sikkim–Tibet border in 1965 and 1967. In 1965, China amassed its troops on the Sikkim border to support Pakistan’s war efforts during the Indo–Pakistan War. In 1967, Chinese and Indian soldiers had several rounds of violent clashes on the Sikkim–Tibet border, which became the deadliest incidents since the 1962 Sino–Indian War. Based on rare and restricted Chinese materi…

Malaysia’s Relations with China under Mahathir 2.0
This paper examines Malaysia’s evolving relations with China during the second Mahathir administration from 2018 to 2020 in political, economic, and security aspects. While much of the foreign media portrayed the unprecedented change of government in May 2018 as an instance of “pushing back” against China, this paper refutes this simplistic view. It argues that while there were uncertainties in bilateral relations in the initial period following …
Dragon in the Golden Triangle
Towards the end of the Chinese Civil War, contingents of Chinese Nationalist Party/Kuomintang (KMT) soldiers escaped to an area of Burma that would later be known as the Golden Triangle. They expanded into a significant armed presence. Burma, the Republic of China, the People’s Republic of China, and the United States were subsequently embroiled in this decade-long KMT Issue. A joint Sino-Burmese military campaign between late 1960 and early 1961…
Party Literature Work, Ideology, and the Central Party Literature Office of the Communist Party of China
This article reviews the origins, development and current trends of what is known as ‘party literature work’ and the principal organisation that carries out this work—the Central Party Literature Office (CPLO). Party literature work plays a crucial role for each generation of Chinese communist leadership to assert its ideological ‘line’ and build its canon. It is an integral part of the ideological apparatus of the Communist Party of China. Under…
Soft Power, Confucius Institute and China’s Cultural Diplomacy in Malaysia
The point of departure in this study is to assess the effectiveness of China's cultural diplomacy in Malaysia by looking at the employment of three main strategies and its limitations. The study utilises the methods of interview and empirical case study by firstly, giving a detailed look into the Kong Zi Institute (Confucius Institute) in Malaysia, and secondly, investigating some rarely-noticed diplomatic undertakings from the provincial or city…
Malaysia’s China Policy and the South China Sea Dispute Under the Najib Administration (2009–2018)
The past explanations of Malaysia’s policy responses to China’s assertiveness in the South China Sea centered on systemic, economic, and ideational factors. I adopt a different approach by looking into the decision‐making process of Malaysia’s China policy during Najib Razak’s administration (2009–2018). I explain that the China policy decision‐making process under Najib was divided into two channels, one focusing on nonsecurity matters and the o…
Southeast Asia and China
The recent uncertainties over the South China Sea have become one major issue in the relations between China and Southeast Asian countries. The South China Sea issue, however, is countered by the deepening economic integration between China and Southeast Asia, which is likely to continue should China's proposal for a 21st Century Maritime Silk Road is agreed and implemented. Yet the success or not of this proposal depends also on the interactions…

Taiwan's Go South Policy
The foreign policy of Taiwanese President Tsai Ing-wen, who was elected in 2016, will be closely watched by Beijing and countries in Southeast Asia. Before her inauguration, Tsai stated that her administration would pursue a so-called “New Go South Policy” (xin nanxiang zhengce) , i.e. a foreign policy focused on building up ties with countries in Southeast Asia as well as in South Asia. A similar policy was initiated by two former presidents of …

More Islamic, no less Chinese
This paper explores the newly emerging overseas Chinese Muslim community in Malaysia. As China's interactions with the Muslim-majority countries deepen, there will be more Chinese Muslims staying in these countries. Questions can be asked how connection with, and exposure to, the wider Islamic world influence their identity as Chinese Muslim. Through examining the activities of the Overseas Chinese Muslim Association, elite interviews and survey …

From Translation House to Think Tank
The Central Compilation and Translation Bureau (CCTB), a key research organ of the Chinese Communist Party, has received little attention from scholars inside or outside of China. Originally an authoritative translation house for classical Marxist works, in recent years CCTB has gained more prominence as a policy think tank. Among its leaders are well-known advocates for political reforms and democracy. This article examines the institutional evo…

Strategic Ambiguity and Differentiation
This paper analyzes the rational and strategic nature of several ethnic and civic nationalist discourses in Taiwan from 1945 to the 1990s, focusing particularly on the ‘New Taiwanese’ and ‘Taiwanese Nation’ discourses in the 1990s. These two discourses employ different strategies, one to be strategically ambiguous and the other more sharply differentiating the ethnic/national boundary in the construction of a Taiwanese national identity. This pap…
