Do-it-Yourself FPIC’: The Political Grammar of Canada’s Normative Entrepreneurship in the Global Extractive Sector
It seems futile to look for order in the tangle of norms that abound in the global extractive sector, even more so to look for the teleological principle that would give it meaning. In this tangle, normative regimes interact with each other—in a largely contingent manner—as elements of an ecosystem. We argue that inasmuch as order emerges in the global extractive normative ecosystem, it is a function of the success of norm entrepreneurs such as E…

"Beyond the "weakness of the state: Canada's intervention in post-agreement Colombia
During the 2021 mass protests in Colombia, and while international calls for the Colombian government to respect human rights were intensifying, Canada's position remained somewhat ambiguous. Part of Canada's ambiguity can be explained by a simplistic characterization of Colombia as a "weak state." This article assesses Canada's bilateral relationship by historizing the development of Colombia's governance in the key overlapping sectors of securi…
Dialogue as racism? The promotion of “Canadian dialogue” in Guatemala's extractive sector
Institutionalising CSR in Colombia’s extractive sector: Disciplining society, destabilising enforcement
This article analyses the institutionalisation of corporate social responsibility (CSR) in the context of resource extraction in Colombia and the use of human rights language in this normative project. We argue that “rights-based” CSR constructs a new “public–private reason of state” that has disciplinary implications for Colombian society and might contribute to destabilising existing regimes of rights enforcement. Rather than reconciling human …
The complex terrain of rights-based approaches: From the renewal of development practices to depoliticisation
In the field of development, the rights-based approach has been advocated as a radical and necessary change as much as it has been criticised for legitimising the status quo. Its more recent diffusion into other spheres offers the opportunity to analyse, from a historical perspective, the political function of human rights – as a tool for emancipation or depoliticisation. Emphasising the highly political nature of these issues, the contributions …
International accompaniment, reflexivity and the intelligibility of power in post-conflict Guatemala
‘International accompaniers’ use their physical presence as a form of peaceful intervention to deter political violence against local human rights defenders. Threatened members of Guatemala’s civil society have relied on accompaniment as part of their security strategy since the early 1980s. Approximately one thousand volunteers from a dozen countries have accompanied in Guatemala. International accompaniment has been a key component of the effor…
Regulatory Frameworks, Issues of Legitimacy, Responsibility, and Accountability: Reflections Drawn from the Percan Initiative
During the 1990s, the Peruvian mining sector was the object of a far-reaching process of liberalization which included the privatization of state enterprises and a series of measures aimed to attract foreign direct investment. Since 1992, the sector has received US$12 billion in national and foreign investment. In 2007, it represented 20 per cent of total foreign direct investment and generated 25 per cent of public revenue collected from corpora…
