Only for the big players? How small and medium-sized cities seek recognition and agency in the European Union
Cities are affected by the European Union (EU) in multiple ways, for example when using funding or implementing EU legislation. However, they need not be just passive recipients of rules or money: cities are increasingly recognised as an integral part of the EU as illustrated by the Lisbon Treaty’s new provisions on local government or programmatic developments like the Urban Agenda for the EU. But while research has focused on large cities in th…
Co-creating Europe-related activities. The role of German local governments in bottom-up mobilisation
In the process of Europeanisation, the local level takes an intermediary position between citizens and the European level. A special feature of local authorities’ European involvement is that many local Europe-related activities are developed and implemented not only for citizens, but to a considerable extent by them or in cooperation between civil society organisations and municipal actors. The paper presents fresh data from a research project f…
Framing Europe on the local level – policy networks in German cities and their activities for political cohesion in Europe
Political practice and academic discourse similarly assume that the local level has the potential to strengthen political cohesion in the European Union: it is the tier closest to citizens and implements a large share of European legislation. But what political cohesion actually is and how it can be achieved is less clear. The paper addresses this gap by analysing the local framing of political cohesion in Europe. Drawing on case studies in eight…
Local responses to European Integration
Europeanisation situates local governments in a constantly changing environment, bringing challenges, opportunities, and constraints. These circumstances raise the question, how local authorities adapt to the process of European integration, face its challenges, and use its diverse opportunity structures. The article explores four dimensions, through which Europeanisation hits the ground of local government: downloading, uploading, dissemination,…
Discrimination based on political beliefs
Public officials have been shown to discriminate against citizens based on race and gender. We suggest that bureaucrats also discriminate based on political beliefs that citizens reveal to them. We support this argument with evidence from the application of freedom of assembly rights in the context of gay marriage. We confront German city administrations with requests about the organization of a political rally and randomize the underlying politi…
Administrative convergence in the United Nations system? Patterns of administrative reform in four United Nations organizations over time
This article asks how and why United Nations organizations reform their administrative structure and processes over time. It explores whether we can observe a convergence towards a coherent administrative model in the United Nations system. Like in most nation states, reform discussions according to models like New Public Management or post-New Public Management have permeated international public administrations. Against this background, the que…
Contested boundaries
The local regulation of prostitution in Germany is a contested area of urban politics. In this issue area, morality claims intersect with the material interests of home- and landowners and the security demands of ‘ordinary’ citizens. The Prostitution Law of 2001 has liberalized the legal framework: the legislation ‘normalized’ sex work, triggering the re-definition of urban strategies to regulate prostitution. This article analyses the conflict d…
Eigenständige Jugendpolitik“
Outsiders and Intrapreneurs
The social entrepreneurship discourse in Germany has become more prominent at a time when the deeply rooted corporatist traditions of social provision have come under pressure for marketization. This article examines the potential role of “social entrepreneurs” in the institutionally established German welfare state. The article analyzes the opportunities and constraints that new players face. Drawing on survey data and case studies in the areas …
Administrative styles in the European Commission and the OSCE Secretariat
With the growing importance of international institutions for global governance, international bureaucracies gain increasing influence on policy-making. Whereas for national bureaucracies specific administrative styles have been identified, this contribution explores for the first time administrative styles of two international organizations. The European Union (EU) Commission and the Organization for Security and Co-operation in Europe (OSCE) re…
Are Some Citizens More Equal than Others? Evidence from a Field Experiment
The equal treatment of all citizens is one of the fundamental principles of good administrative practice. Nevertheless, there are growing numbers of media and scientific reports on unequal treatment by public administrations. This article examines the unequal treatment of citizens by gender and ethnic origin by means of a survey‐based field experiment in German local government. With the help of two vignettes and randomized assignment of names, r…
Hybrid Organizations in Social Service Delivery in Quasimarkets
With the introduction of quasimarket principles in the mid-1990s, the German social service sector faced several challenges from above (the state), within (the organizations), and outside (new competitors and "players"). Within the social services, considerable differences prevail between subsectors; although all reforms have been oriented at the principle of (quasi)markets, the governance arrangements implemented have been rather divergent acros…
The Performance of Decentralisation Strategies Compared
The aim of this paper is to evaluate the impact of differing decentralisation strategies – political, administrative and horizontal – on administrative performance subsequent to reform. In this respect, the paper presents core results from a comprehensive research project that has been carried out between 2006 and 2009 on the impact of decentralisation in three European countries. The aim of the project has been to develop and apply an analytical…
Modernisierung kommunaler Sozialpolitik

Evaluating Administrative Modernization in German Local Governments
This article evaluates the results and impacts of administrative modernization in Germany after more than 10 years of New Public Management experience, concentrating on the most advanced level of public sector reform: local authorities. Drawing on a broad empirical basis, the authors pursue the following questions: Do “Weber‐ ian” administrative structures and processes continue to characterize the German public sector, or have the reforms left b…
