    Despite strong support for citizen participation in the abstract, there is less support in practice, in part because of different expectations about the impact of participation.     The report to the U.S. president entitled The Federal Response to Hurricane Katrina concludes that in the event of catastrophic disasters the traditional intergovernmental response to disaster should give way to a more dominant role of the national government.     In April 1997, Grand Forks, North Dakota, and East Grand Forks, Minnesota, experienced a disastrous flood.
