  • Cluster management and policy learning: The value of strategic intelligence

    Aitziber Elola, James R Wilson•ARTICLE•European Planning Studies•2025

This paper examines the role of cluster management organizations (CMOs) as intermediaries between firms and policymakers within cluster policies. Drawing on a six-year evaluation process in the Basque Country, it explores how the application of a strategic intelligence tool has supported policy learning and the refinement of CMO practices. Implemented in 2018 and 2022, this tool gathered feedback from cluster members on CMO activities and their i…

  • Britain’s First Net Zero: Turning the Lights On and the Railways Off 1953–73

    Open Access•James Fowler, James R Fowler et al.•ARTICLE•Enterprise & Society•2025•References: 6

This paper assesses a major transition in energy usage and distribution in the United Kingdom (UK) between 1953–73 as domestic coal gave way to electricity, and a centralized electricity generation and distribution system reached every home in the country. Our analysis significantly extends and reinterprets the business history of the National Grid by exploring the consequences of its completion. We argue that the National Grid facilitated the re…

  • Place-leadership and power in the futures domain: The case of Euskadi 2040

Ane Izulain, Mari José Aranguren et al.•ARTICLE•European Planning Studies•2024

In an era when uncertainty and complexity are more tangible than ever, decision-makers are under pressure to turn from short-term politics and departmentalization to safeguard not only current wellbeing but also the wellbeing of future generations via longer term planning and visioning. In regions, as multilevel governance systems, no actor has the power to determine the decisions of others. Place leadership demands the mobilization of different …

  • Building policy capacities for tackling grand social challenges: Exploring the boundary-spanning potential of university research in the social sciences

  • The institutional challenges of dynamic regional innovation strategies

Mari José Aranguren, Kevin Morgan et al.•ARTICLE•Regional Studies•2022•Cited by: 2•References: 4

Smart Specialisation Strategies (S3) are widely used to guide place-based innovation policy. However, there is little analysis of the institutional frameworks necessary for implementing multi-actor entrepreneurial discovery processes. This paper explores the evolution of institutions in the Basque Country region over a four-year period. It conceptualizes two levels of institutions: the overall architecture established to pursue an S3; and the mic…

  • Evidencing the benefits of cluster policies: Towards a generalised framework of effects

    Open Access•James R Wilson, Emily Wise et al.•ARTICLE•Policy Sciences•2022•Cited by: 1•References: 4

Regions around the world employ cluster-based policies as part of their industrial, innovation and development policy mixes. They have become a key tool in smart specialisation strategies and are increasingly used to address societal challenges. Given their popularity and longevity, there is significant demand to better measure and understand the impacts of cluster policies. Yet the diversity of cluster policies employed in different regional com…

  • Smart specialisation strategies and energy transition: An exploratory analysis of the case of the Basque Country

Open Access•Orkestra Orkestra, Edurne Magro et al.•ARTICLE•Ekonomiaz Revista Vasca de Economía•2021

Energy transition is a core element of the sustainability transition around which the European Union’s post-COVID recovery strategies are built. While these strategies are being designed primarily by EU Member States, the regional level will be critical for their success. Firstly, because regions are key ‘implementers on-the ground’ of European and national policies. Secondly, because the lacespecificities of regions make them ideal ‘laboratories…

  • Governance of the territorial entrepreneurial discovery process: Looking under the bonnet of RIS3

Mari José Aranguren, Edurne Magro et al.•ARTICLE•Regional Studies•2018•Cited by: 22•References: 4

The notion of a territorial entrepreneurial discovery process has gained much traction through its appearance at the core of smart specialization strategies. This paper uses evidence from eight European regions to explore what in practice is conditioning the emergence of new forms of quadruple-helix governance that underpin this concept. The paper develops a framework that highlights the key factors that have conditioned the governance of RIS3 de…

    Open Access•Jennifer F Brewer, Natalie Springuel et al.•ARTICLE•Antipode•2017•Cited by: 1•References: 59

Facing challenges to the civic purpose of higher education, some scholars and administrators turn to the rhetoric of engagement. Simultaneously, the political philosophy of cosmopolitanism has gained intellectual favor, advocating openness to the lived experiences of distant others. We articulate linkages between these two discourses in an extended case study, finding that a cosmopolitan ethos of engagement in a rural context can improve (1) unde…

  • Regional competitiveness policy evaluation as a transformative process: From theory to practice

Open Access•Mari José Aranguren, Edurne Magro et al.•ARTICLE•Environment and Planning C…•2016•References: 11

Regional competitiveness policy evaluation is at an interesting juncture. Increasing demand for evaluation is emerging at a time when policy complexity is highlighting the limits of existing techniques. Moreover, widespread use of the concept of policy learning in conceptual analysis is not matched by experimentation and reflection that can articulate what policy learning means in practice. This paper explores the transformative role that evaluat…

  • Participatory evaluation: A useful tool for contextualising cluster policy

Cristina Aragon, Cristina Aragón Amonarriz et al.•ARTICLE•Policy Studies•2014•References: 34

Insufficient attention is often given to the underlying context in which policies that seek to facilitate cooperation between firms are implemented, inhibiting their expected outcomes. This article analyses the processes involved in a participatory cluster policy evaluation experience that was designed to integrate fundamental and ongoing concern with context and how it interacts with the policy. The premise of the argument is that participatory …

Open Access•Cristina Aragon, Cristina Aragón Amonarriz et al.•ARTICLE•European Urban and Regional Studies•2012•Cited by: 4•References: 19

Regional development policies to foster innovation and competitiveness have evolved towards a ‘soft’ focus on facilitating relationships of cooperation. This is demonstrated by the popularity of network and cluster policies. However, the development of these policies poses particular challenges since there is insufficient understanding of the factors in the social structure that underpin networking behaviour and network outcomes. Roger Sugden, James R Wilson•ARTICLE•Contributions to Political Economy•2005•Cited by: 3•References: 5

This paper provides an analytical foundation for use of the term ‘globalisation’ when examining processes of economic development. A meeting ground is suggested for those that argue in favour of globalisation and those that are often, but in our view inappropriately, labelled as ‘anti-globalisation’. We see economic globalisation as a process in which new technologies and a new geography imply the possibility of strategic decisions that result in…

  • Individual differences in sensitivity and tolerance to alcohol

    James R Wilson, Robert Plomin•ARTICLE•Biodemography and Social Biology•1985•References: 9

Human responses to alcohol—especially sensitivity and acute behavioral tolerance—are being studied within a behavioral genetic design involving comparisons of scores from monozygotic twins, dizygotic twins, nontwin siblings, and unrelated (adoptee) pairs reared in the same family from infancy. The planned genetic analyses must await completion of data collection. The present sample is, however, adequate for analyses of means and for some analyses…
