Public perception of algorithmic policing in a non-democratic context
Advancing UN digital cooperation
The digital age brings great promise for human development. Yet, the benefits of digital technology can only be realised by mobilising global cooperation to close persistent digital divides and address the harms, risks, and uncertainties of digitalisation. To date, the global digital landscape is dominated by private technology companies and a few governments of technologically advanced countries, while less developed countries and civil society …
Algorithms, contexts, governance
This introduction to the special issue on algorithmic governance in context offers an outline of the field and summarizes each contribution to the issue
Local energy transition in Russia
Research on energy transitions calls for exploring the subnational tendencies in energy governance. This study unpacks how transitioning to sustainable energy unfolds at the local level in Russia, a state with a fossil-dominated and centralized energy regime. Drawing upon the case study of Yakutia, I clarify the role of local authorities and non-state actors in local energy transitions in a hybrid regime. In order to uncover the dynamics of power…
Algorithmic governance
This article examines how modes of governance are reconfigured as a result of using algorithms in the governance process. We argue that deploying algorithmic systems creates a shift toward a special form of design‐based governance, with power exercisedex antevia choice architectures defined through protocols, requiring lower levels of commitment from governing actors. We use governance of three policy problems – speeding, disinformation, and soci…
A local perspective on renewable energy development in the Russian Arctic
Many Arctic communities are exposed to energy security risks. Remote settlements rely largely on diesel for energy production, which results in higher consumer prices, negative impacts on the environment and public health. In the past few years, pilot projects for switching remote villages from diesel-generated to wind- and solar-diesel hybrid power plants were realized across the Arctic. Renewable energy projects have a major potential to allevi…
Digitalising City Governance in Russia
This essay examines the role of civic tech in contemporary Russian governance through a data-driven analysis of the 'Active Citizen' platform deployed in Moscow. It shows that the way in which polls are conducted on the platform has various consequences, from serving the city administration's PR needs to shuffling the power balance in various policy areas and effectively disempowering certain stakeholder groups, as well as helping the administrat…
Topic Modeling and Text Analysis for Qualitative Policy Research
This paper contributes to a critical methodological discussion that has direct ramifications for policy studies: how computational methods can be concretely incorporated into existing processes of textual analysis and interpretation without compromising scientific integrity. We focus on the computational method of topic modeling and investigate how it interacts with two larger families of qualitative methods: content and classification methods ch…
Palgrave Handbook of Digital Russia Studies
This open access handbook presents a multidisciplinary and multifaceted perspective on how the ‘digital’ is simultaneously changing Russia and the research methods scholars use to study Russia. It provides a critical update on how Russian society, politics, economy, and culture are reconfigured in the context of ubiquitous connectivity and accounts for the political and societal responses to digitalization. In addition, it answers practical and m…

Policy environment analysis for Arctic seaport development
In this paper, a structuration model is developed to evaluate opportunities and constraints that may arise for a port authority operating a port in the Arctic. The study builds upon the new institutionalist approach to transport infrastructure policy. It argues that given the specificity of operational conditions in the Arctic, as well as the expectations of the resource-driven future transformations, the conventional port development models cann…
A review of Russian ice-breaking tariff policy on the northern sea route 1991–2014
In recent years, interest in the economic potential of the Arctic has been mounting, facilitated by environmental developments caused by climate change. In this context, the viability of shipping in Arctic waters is pivotal. This article explores the interplay of market considerations and the non-market drivers (climatic, navigational and political components) regarding the viability of the most prominent Arctic shipping route, the northern sea r…
Vodka on ice? Unveiling Russian media perceptions of the Arctic
The Russian Dimension of Baltic Maritime Governance
This paper seeks to reconstruct the development of Baltic maritime governance by filling in the gap in the systematic study of Russian maritime policy. In a review of historical, administrative, economic, and political facets of Russian maritime policy, the paper identifies the logic of “greatpowerness” underpinned by the category of “national interest” as its main driver. In this overall logic, cooperation with the EU in maritime affairs is a pa…
