Local State-Building and Bureaucratization of China’s Public-Sector Service Organizations
Contrary to the official Chinese rhetoric about vesting more autonomy in public-sector service organizations and distancing them from local state agencies, increasing recentralization and bureaucratization of the service organizations are occurring. As an example, following several rounds of reforms, the public-sector service organizations in the environmental protection system in Guangzhou have either been directly integrated into the city’s Env…
Controlling industrial pollution in urban China
This article traces the institutional development of environmental regulation in urban China, using data from three rounds of surveys of enforcement officials in the Guangzhou Environmental Protection Bureau in 2000, 2006 and 2013. We found that the changes to institutional contexts of regulatory control appear mainly in the fluctuating degree of support from various non-state actors, but not from government entities and regulated industries. Whi…
Regulatory Compliance when the Rule of Law Is Weak
What drives regulatees' behaviors when the institution of law is weak? This study seeks to answer the question by examining environmental regulation enforcement in China. Based on survey and interview data on Hong Kong-owned manufacturing enterprises in the Pearl River Delta Region, Guangdong Province, we found that their decisions to adopt basic and proactive environmental management practices were less driven by concerns for legality than by th…
The Local Environmental Regulatory Regime in China
In the first decade of this millennium China has demonstrated a stronger commitment to environmental protection. Yet, there remains a significant gap between environmental laws and regulations and the quality of the environment. In this paper, we propose an integrated framework for analysis that we apply to investigate the factors that account for this gap in implementation. We analyse the results of surveys conducted in 2000 and 2006 and intervi…
Strategy Misguided
The surge in automobile use in the Pearl River Delta region has led to a substantial elevation of ambient concentrations of vehicle-based air pollutants. These pollutants have created a region-wide air pollution problem marked by a steady increase in the number of smoggy days in the Delta, presenting a serious threat to public health. Evidence gathered from Guangzhou suggests that the city's strategy for controlling urban air pollution has not be…
Stakeholder pressures from perceived environmental impacts and the effect on corporate environmental management programmes in China
How do stakeholder demands in response to environmental impacts and top management (TMT) motivations for environmental protection (EP) influence the integration of environmental management programmes within corporations in China? Substantial differences are observed in the way different stakeholder groups influence TMTs' motivations for EP. Local government demands for EP are associated with perceptions of risk from noncompliance. Industry pressu…
Fragile Convergence
Official statistics and independent survey data show that in the last decade China has witnessed a remarkable change in its enforcement of environmental pollution violations, moving toward more formalistic and coercive law enforcement with more enforcement cases as well as higher fines. The data also show that there is considerable regional variation with coastal areas having more and higher punishments than those inland. This article explores th…
Changes in Enforcement Styles among Environmental Enforcement Officials in China
This study examines changes in enforcement styles among environmental enforcement officials in the context of China's rapidly changing institutional environments, using panel data collected in Guangzhou in 2000 and 2006. Altogether, five enforcement style elements were examined-accommodation, prioritization, educational, formalism, and coercion. It was found that in 2006 respondents reported greater reliance on education, formalism, and coercion …
The Three-Component Model of Occupational Commitment
The authors find some support for the cross-cultural validity of the Meyer, Allen, and Smith (1993) three-component model of occupational commitment in samples of Chinese and British accountants. Normative and affective commitments are higher in the Chinese sample, and continuance commitment is higher in the British sample. There is some support for hypotheses on the consequences of the components of occupational commitment (occupational withdraw…
The roles of grassroots local government in sustainable waste management in China
Although half of the administrative units in China are said to have implemented their local Agenda 21, the promotion of sustainable communities is not pervasive. In this paper, we adopted a relatively untried mode of analysis and a socio-economic context to illustrate the potentials and failures of China's grassroots local government bodies in achieving sustainable waste management. Our study shows that, among the three main functions of sustaina…
Money, Mission, or Match
This study explores antecedents of commitment among 1,300 municipal employees in three Chinese cities. Six potential antecedents, drawn from the rational choice and organizational behavior literatures, are investigated. Regression analysis indicates that role fit is the most important antecedent, followed by job challenge and management support. Extrinsic rewards and shared belief in the organization’s mission and values are not as strongly or co…
Governmental and Societal Support for Environmental Enforcement in China
The enforcement behaviour of environmental officials in developing countries has not received adequate attention despite enormous challenges to regulatory enforcement in those areas. Accordingly, this article examines the relationship between perceptions of support from local governments and society and evaluations of enforcement effectiveness. A model in which organisational commitment partially mediates these relationships was tested using a sa…
Public Participation and Environmental Impact Assessment in Mainland China and Taiwan
What role can public participation play in environmental management? Among major tools for environmental management, Environmental Impact Assessment (EIA) has been widely practised in many countries. Its effectiveness, however, varies depending on the extent to which transparency and public participation are incorporated in its process. In this article, we analyse the role of public participation in environmental management by examining the opera…

Enforcement Styles, Organizational Commitment, and Enforcement Effectiveness
The authors investigated the relationship between enforcement styles and perceptions of enforcement effectiveness in China by surveying three groups of environmental protection bureau officials from the major cities of Guangzhou, Chengdu, and Dalian. In general, it was found that organizational commitment partially mediates the relationship between the enforcement style of prioritization and perceptions of effectiveness. In this case, mediation a…
