Colonial traditions and indigenous language recognition: Insights from Taiwan and Canada
The momentum toward Indigenous language rights affirmation is relatively recent in liberal democracies, and its dynamics aren’t fully understood. What determines the adoption and content of Indigenous language policies and laws? How does the nature of state and Indigenous institutions influence Indigenous language policy? Are some models of Indigenous-state relations more effective than others in fostering Indigenous cultural revitalisation? This…
Language Politics and Recognition under Tsai Ing-wen
This paper surveys developments in language politics and policy in Taiwan under Tsai Ing-wen’s presidency (2016–present). Drawing on historical-institutionalist premises, it shows that recent language policy developments were path-dependent and built upon initiatives proposed under Chen Shui-bian’s presidency (2000–2008). The paper argues that the comparative success of Tsai’s initiatives owed not only to her party forming a legislative majority,…

Taiwan's Indigenous Languages Development Act: Democratic politics, transitional justice and the quest for diplomatic recognition

This paper traces the process and context that have led to the act's adoption, and provides an overview of its symbolic and substantive content. In doing so, this paper draws attention to the importance of contextual factors in the act's adoption. The ILDA had been in the works since the early 2000s, and it is onl…
National identity politics and cultural recognition: The Party System as Context of Choice
This paper looks into the determinants of cultural recognition in ethnically diverse democracies that are divided on national identity, arguing that political parties’ cultural ideologies are not entirely predetermined by their national identity position. It posits that, rather than just a tool for national identity building, cultural recognition in such societies is also a way for parties to show commitment to their ethnic electorate. In this se…
Operationalizing cultural citizenship: Towards a Concept of Culture Regime
This paper contributes to the study of cultural citizenship by laying the foundations for a concept of culture regime. Depicting culture as a malleable concept that encompasses both particularistic and universalistic elements, the paper emphasizes the potential of the concept of culture regime to bridge those of citizenship, language and ethnicity regime. While presenting narrow conceptions of culture as ethnic identity as a defensible compromise…

In search of linguistic identities in Taiwan: An empirical study
Ethnolinguistic affiliation and national identity have been important cleavages in Taiwanese society and party politics. However, the place of language in Taiwanese identity and its influence on different aspects of political behaviour remain understudied. This paper tries to palliate this deficiency by analysing the relationship between language spoken at home and three variables: national identity, national envisioning and party support. It ask…
