Cultural landscapes and the Unesco World Heritage List
The introduction of cultural landscapes within the framework of the 1972 UNESCO World Heritage Convention is widely hailed as a landmark achievement. While it is often described as a boon for the recognition of non-European cultural heritage, we show that this is largely a myth. In the drawn-out gestation process, European countries’ listing ambitions were crucial, and topics such as Indigenous sites were brought up by the Global North while a co…
Unesco, Cultural Heritage and Outstanding Universal Value
UNESCO, Cultural Heritage, and Outstanding Universal Value explores how states parties to the 1972 UNESCO World Heritage Convention have understood the core notion of this particular treaty – that
The Authenticity of Heritage
This article analyzes the global debate on the authenticity of cultural heritage as a lens through which to view the process of elaborating and reshaping global cultural norms. Drawing on interviews and mostly untapped archival records across several countries, it reveals that the groundbreaking Nara Document on Authenticity resulted from a surprising coalition of actors from diverse locations in the Northern Hemisphere. At Nara, Japan, in Novemb…
Anthropologizing and indigenizing heritage
This article analyzes the origins of the 1994 Global Strategy for a Representative, Balanced and Credible World Heritage List as a lens through which to view the process of constructing and re-elaborating a global heritage discourse. Using untapped archival records, it shows that the Global Strategy crystallized after lengthy prior discussions reaching to the early 1980s. Most important, it demonstrates that the novel element in 1994 was the infl…
Champion of Human Rights
This article investigates the involvement of the European Parliament – one of today’s key European Union institutions – in human rights in the context of East–West relations during the 1970s and 1980s. It shows that the European Parliament used symbolic politics to style itself as champion of human rights in Europe and thus assert itself in two partially overlapping political arenas: the European Community and the broader Western European politic…
Negotiating the meaning of global heritage
This article offers new historical analysis of global heritage by tracking the evolution of heritage concepts. Specifically, it analyses the introduction of the category of ‘cultural landscapes’ in the UNESCO World Heritage Convention in 1992, using it as a lens through which to view the process of international (re)negotiation of the meaning of heritage. It shows that this reform resulted from the cooperation of competing actors – including expe…
A European voice in the Arab world
This article investigates France's policy towards the Arab world and the Middle East at a critical juncture: the first oil crisis. Based on largely untapped archival records, it demonstrates that concerns over declining power spurred Georges Pompidou's government to Europeanise this policy, taking advantage of the anxieties unleashed by the Arab use of oil as a political weapon. It also sheds light on the intricate links between the transatlantic…
Imagining European Identity
Charles de Gaulle has cast a long shadow over French political history and history writing. In exploring the French response to the United States' 1973 ‘Year of Europe’ initiative, this article challenges the dominant scholarly paradigm, which emphasises continuity between the 1960s and the 1970s. Drawing on a wide range of French and US archives, it demonstrates that renewed concerns about US power spurred the French elites both to reappraise th…
