China's anti‐corruption campaign and outward foreign direct investment by state‐owned enterprises
This paper explores political factors in the determination of China's State‐Owned Enterprises' (SOEs') outward foreign direct investment (OFDI). We examine China's anti‐corruption campaign as a political intervention into economic decision making. Based on reliable data on China SOEs' OFDI, we find that the anti‐corruption campaign launched by the Chinese Communist Party in 2013 has had a negative influence on the growth of SOEs' OFDI. Geoeconomics of Natural Gas in Eurasia
These books are about structural and institutional development of the natural gas sector, particularly the three main axes of geopolitical development in Eurasia: Western Siberia to Europe and increasingly across the Arctic Ocean; the Caucasus east-west towards Europe, and Central Asia west-east towards China
Russian Cosmism
This collection of translations is interesting, useful, and enjoyable. It introduces a philosophy little known in either English or the Western world. Russian Cosmism was a progressive movement in late nineteenth-century and early twentieth-century Russia. It was an intellectual counter to the rational Futurism that would eventually take hold as the guiding functionalist art and scientific ideology of the Soviet Union. Cosmism sought to understan…
Kazakh Land, China Capital
China’s Belt and Road geoindustrial policy is dependent on upgrading transport logistics throughout the Middle East and the former Soviet Republics of Central Asia. However, the key International Capacity Cooperation policy also aims to move industrial plants abroad in support of China’s wider import strategy. Planning this industrial offshoring not only requires significant domestic industrial policy governance coordination, with policy being fo…
Insurance Plus Futures
China's agricultural support policies are moving towards market institutions through a quasi‐market transition. Ten years of direct minimum purchase price procurement on agricultural commodities resulted in overcapacity, oversupply, mixed‐market signals and grey‐market imports. The Insurance Plus Futures (保险 + 期货) policy pilot in agricultural price reform is a leading indicator of reform in China's agricultural production and rural finance archit…
China’s Middle East investment policy
China’s greater Middle East geoeconomic strategy is centered on an external trade and industry policy. This trade and industry policy combines geopolicy and geoeconomic policy to export industrial capacity bases in what amounts to a geoindustrial policy and a parallel trade strategy. Practical coordination is under the umbrella of the central International Capacity Cooperation macro-policy. China’s provincial governments are then tasked with offs…
The Central Asia–Afghanistan relationship

Death of the East Asian Goose and the Rise of China’s Geoindustrial Policy
China's Industrial Policy, Strategic Emerging Industries and Space Law
China's transition economy experiment continues to rely heavily on state-driven industrial policy to structure the economy. In 2016, five-year plans on strategic emerging industries were formed by State Council ministries and transmitted to lower levels of government bureaucracy. Building on existing industrial geographic complementarities and technology clusters, developments were expected to dovetail with broader 13th Five-Year Plan and Made in…
