Undoing dominant narratives: Three critical perspectives for rethinking the war in the DRC
The Rwanda-backed M23 Movement has escalated the war in eastern DRC. This article moves away from dominant—at times, problematic—interpretations of the conflict common in certain strands of Peace and Conflict Studies. Drawing on debates from the second wave of African political science, it formulates three critiques of prevailing explanations: a critique of deep-rooted causalities, a critique of African exceptionalism, and a critique of postcolon…

Global crisis and research production: Covid-19 as shaper and shaker or micro-interruption
This special issue asks what happens to international research and collaboration when the research community becomes temporarily immobilized. The COVID-19 global pandemic powerfully disrupted normal ways of doing research and, therefore, created a perfect natural experiment of the 'otherwise' for digital qualitative research in sensitive contexts. The collected papers argue that the lessons extracted from this recent global health crisis should s…
Producing democracy in armed violence settings: Elections and citizenship in Eastern DRC
The article analyses how the 2018 in the Democratic Republic of Congo (DRC) contributed to a further opening up of the democratic space and shared expressions and sentiments of citizenship. Through an ethnography of the electoral process in the South Kivu province, we investigate how claiming rights that come with citizenship and how people’s political identity, shape and are being shaped by electoral processes. We introduce the notion of citoyen…

Covid-19 and research in conflict-affected contexts: Distanced Methods and the Digitalisation of Suffering
This research note explores the pressing ethical challenges associated with increased online platforming of sensitive research on conflict-affected settings since the onset of Covid-19. We argue that moving research online and the 'digitalisation of suffering' risks reducing complexity of social phenomena and omission of important aspects of lived experiences of violence or peace-building. Immersion, 'contexting' and trust-building are fundamenta…

Promoting land tenure security for sustainable peace — lessons on the politics of transformation
Literature on transformations to sustainability increasingly recognizes transformation as inherently political, but the field still struggles to study these politics. Our research project ‘Securing Tenure, Sustainable Peace?’ on efforts to localize land registration in conflict-affected settings, both illustrates and contributes to understanding the politics of transformation. Building on insights from political ecology/economy, legal and politic…
Rethinking Communal Land Governance in the Great Lakes Region of Central Africa
In the Great Lakes region of Central Africa, land-use rights underwent profound changes following processes of colonization, commodification and conflict, leading to an increased individualization and privatization of tenure. Despite these evolutions, customary tenure continues to be described as a common-property system managed through a strong hierarchical and tribute-based land allocation mechanism. This central place of the commons in policy …
L’article montre q…
Crisis responses, opportunity, and public authority during Covid‐19's first wave in Uganda, the Democratic Republic of Congo, and South Sudan
Discussions on African responses to Covid‐19 have focused on the state and its international backers. Far less is known about a wider range of public authorities, including chiefs, humanitarians, criminal gangs, and armed groups. This paper investigates how the pandemic provided opportunities for claims to and contests over power in Uganda, the Democratic Republic of the Congo, and South Sudan. Ethnographic research is used to contend that local …
Real governance of the Covid-19 crisis in the Great Lakes region of Africa
During the COVID-19 crisis in Africa, several contradictory discourses have tried to predict how the continent will experience the pandemic. Based on a qualitative approach, this article goes beyond generalized and arbitrary predictions and analyzes how three countries in the Great Lakes region of Africa have managed the pandemic. We first analyze which measures the respective governments of the three countries – and their decentralized authoriti…
An Anatomy of Liberal Peace From the Case of Land Tenure in Burundi: Towards an Intermedial Perspective
Most national and international observers perceive recent political developments in Burundi (Nkurunziza’s third term as head of state, constitutional reforms in 2018, presidential elections process in 2020) as a violation of the Arusha Peace Agreement signed in 2000, which was the cornerstone of the Burundian peace process. This article discusses the normative approach often adopted to evaluate the success or failure of the Arusha Agreement throu…
State and local authorities in land grabbing in Rwanda: Governmentality and capitalist accumulation
Since the early 2000s, Rwanda has implemented a comprehensive agrarian reform that makes large areas of land available to local cooperatives and foreign enterprises for investment. This article presents a case of land grabbing by the state and local elites. First, it describes the process through which Rwanda has arrived at an agricultural agenda with a productivist rationale, and reflects on the consequences for land governance. Then it explores…
Competing claims over access to land in Rwanda: Legal pluralism, power and subjectivities
The Rwandan agrarian and land sector modernisation: Confronting macro performance with lived experiences on the ground
Rwanda has embarked on an ambitious policy package to modernise and professionalise the agrarian and land sector. Its reform fits into a broader call – supported by major international donors – to implement a Green Revolution in Sub-Saharan Africa. After 10 years of implementation, there is increased production output and value-addition in commercialised commodity chains. These are promising results. However, poverty reduction, particularly in mo…
