Modeling of drinking and driving behaviors among adolescents and young adults in the United States
Mapping the complex causal mechanisms of drinking and driving behaviors among adolescents and young adults
Sensemaking and social processes in digital government projects
Information strategies to support full information product pricing
In this paper we report on the importance of trust in the development and operation of distribution networks that attach non-price information to products to mitigate market dynamics introduced by information asymmetries. Often this non-price information is transmitted from producers to consumers through trusting networks or under certifiable labels such as "organic" or "Fair Trade." We are calling such networks Full Information Product Pricing (…
Simulation and Managerial Decision Making
Systems approaches present opportunities for public managers and policy makers to view policies and programs in a broader context. This article presents a framework to explain how simulation modeling promotes double‐loop learning in management teams by building and exploring collective mental models as well as by enhancing accuracy of the mental models. The authors discuss the types of problems that may benefit from simulation modeling and illust…
Building confidence in causal maps generated from purposive text data
This paper explains a systematic way to code qualitative text data to generate causal maps for system dynamics modeling. The study was motivated by the important role qualitative data play in system dynamics and the need for formal methods to document the interpretive process of using text data in modeling. The coding method elucidated in the study was influenced by grounded theory, a flexible, yet rigorous way to build a theory from raw qualitat…
Group Model‐Building ‘Scripts’ as a Collaborative Planning Tool
Group model building (GMB) is a participatory method for involving stakeholders in the process of developing system dynamics models. GMB has historically consisted of undocumented structured small‐group exercises. This paper describes an effort to document GMB scripts called Scriptapedia, and how documented GMB scripts can be used to design more effective GMB sessions that address cultural and ideological barriers to collaboration. A case study o…
Financing a competitive recycling initiative in Switzerland
Using simulation models to address “what if” questions about welfare reform
The Size and Scope of Strategic Planning in State Agencies
Recent years have witnessed a surge of interest in strategic planning in the public sector. However, a wide variety of structural arrangements, funding levels, and purposes and objectives are all grouped together under the rubric of strategic planning. This article is the first phase of a two-part research effort. The authors set out to promote a better understanding of the status of strategic planning in the public sector by examining the organi…
Modeling Complexity
David P. McCaffrey, David F. Andersen, Paul McCold, Doa Hoon Kim, Modeling Complexity: Using Dynamic Simulation to Link Regression and Case Studies, Journal of Policy Analysis and Management, Vol. 4, No. 2 (Winter, 1985), pp. 196-216
Disentangling Statistical Artifacts from Hard Conclusions
Attrition versus Layoffs
In an era of fiscal austerity, public agencies are experiencing periods of no growth or even absolute reductions in force (RIFs). Administrators of these organizations are increasingly concerned with the management of reductions in both budgets and personnel. The various journals serving public sector managers reflect a growing concern over how to best manage an organization through the turbulent, controversial, painful, and all too often, unfami…
