Climate change and federal aid disbursements after Hurricane Harvey: An extreme event attribution analysis
The role climate change plays in increasing the burden placed on governments and insurers to pay for recovery has not been extensively explored and is the focus of this study. This study examines the impacts of climate change attributed flooding on federal disaster aid disbursement in Harris County, Texas following Hurricane Harvey in 2017. Our approach uses flood models to estimate the amount of flood damages attributable and not attributable to…
Federally Overlooked Flood Risk Inequities in Houston, Texas: Novel Insights Based on Dasymetric Mapping and State-of-the-Art Flood Modeling
In the United States, the Federal Emergency Management Agency (FEMA) delineates 100-year flood zones to define risks, regulate flood insurance premiums, and inform flood management. Evidence indicates that FEMA flood maps are incomplete, calling much of our current knowledge of U.S. flood hazard inequities into question. We use a state-of-the-art flood hazard model and census tract-level dasymetrically mapped sociodemographic data to examine floo…
Urbanizing the floodplain: Global changes of imperviousness in flood-prone areas
Cities have historically developed close to rivers and coasts, increasing human exposure to flooding. That exposure is exacerbated by changes in climate and population, and by urban encroachment on floodplains. Although the mechanisms of how urbanization affects flooding are relatively well understood, there have been limited efforts to assess the magnitude of floodplain encroachment globally and how it has changed in both space and time. Highly …
A benefit–cost analysis of floodplain land acquisition for US flood damage reduction
Estimates of present and future flood risk in the conterminous United States
Past attempts to estimate rainfall-driven flood risk across the US either have incomplete coverage, coarse resolution or use overly simplified models of the flooding process. In this paper, we use a new 30 m resolution model of the entire conterminous US with a 2D representation of flood physics to produce estimates of flood hazard, which match to within 90% accuracy the skill of local models built with detailed data. These flood depths are combi…
