    To describe the social background, employment conditions, and attitudes of state mediators toward labor-management questions is the principal purpose of this article. Placing the analysis of their survey of state mediators into its historical and institutional context, the authors find that state mediators tend to favor voluntary mediation when requested by parties who have reached an impasse rather than early preventive mediation.
