The organizational challenge of international agricultural research: The fifty-year odyssey of the CGIAR
The search for new models for organizing regional agricultural research in the post-colonial era: Rice in West Africa
The West African Rice Development Association (WARDA), created in 1971 as a regional network of rice research stations and governed by member countries, was unique within the system of international agricultural research centers that emerged in the post-colonial era. This paper reviews the actors, the actors, their motives, and the political and organizational debates involves in establishing WARDA. In particular, it traces the roles and interest…
Rice: The Colonial Origins of Food Crop Research in West Africa
Colonial powers in West Africa emphasized agricultural research and development on export crops at the expense of food crops. The major exception was rice where both the British and French prioritized research despite its relatively minor role in the diets of most colonies. This paper analyzes the special status of rice in colonial development programs. It surveys the parallel development of centralized rice research capacity in both British and …
The Super State: The Political Economy of Phosphate Fertilizer Use in South Australia, 1880–1940
From 1882 to 1910 superphosphate was almost universally adopted by wheat farmers in South Australia. A supply chain perspective is used to link the mining of phosphate rock in distant Pacific islands to the final application of superphosphate in the fields of Australian wheat farmers. Farmers and private manufacturers led the adoption stage in the context of a liberal market regime and the role of the state at this stage was limited although stra…
The globalization of hybrid maize, 1921–70
Well before the green revolution in the 1960s, hybrid maize technology that had originally been developed in the USA spread across the world, starting before the Second World War. This article uses a framework that analyses the type of transfer (materials, knowledge, or capacity), the roles of diverse actors, and farmer demand and its market context, to trace the diffusion of hybrid technology to Latin America, Asia, Europe, and Africa up to 1970…
The development of the international center model for agricultural research: A prehistory of the CGIAR
Does intensification slow crop land expansion or encourage deforestation?
The role of intensification in minimizing cropland and slowing deforestation is often disputed. We make a broad distinction between technology-induced and market-induced intensification. We find evidence at the local level that technical progress in a few cases may induce land expansion although much depends on where the technical change occurs (near the forest frontier or away from it) and the type of market (local or global). At a global level,…
The Rise of Large Farms in Land Abundant Countries: Do They Have a Future
Rising Global Interest in Farmland: Can It Yield Sustainable and Equitable Benefits?
Interest in farmland is rising. And, given commodity price volatility, growing human and environmental pressures, and worries about food security, this interest will increase, especially in the developing world. One of the highest development priorities in the world must be to improve smallholder agricultural productivity, especially in Africa. Smallholder productivity is essential for reducing poverty and hunger, and more and better investment i…
The impacts of CGIAR research: A review of recent evidence
We review evidence on the impacts of CGIAR research published since 2000 in order to provide insight into how successfully the CGIAR Centers have been in pursuing the System’s core missions. Our review suggests that CGIAR research contributions in crop genetic improvement, pest management, natural resources management, and policy research have, in the aggregate, yielded strongly positive impacts relative to investment, and appear likely to contin…
Policies to promote cereal intensification in Ethiopia: The search for appropriate public and private roles
Agriculture for Development: Toward a New Paradigm
The fundamental role that agriculture plays in development has long been recognized. In the seminal work on the subject, agriculture was seen as a source of contributions that helped induce industrial growth and a structural transformation of the economy. However, globalization, integrated value chains, rapid technological and institutional innovations, and environmental constraints have deeply changed the context for agriculture's role. We argue…
Crop improvement in the CGIAR as a global success story of open access and international collaboration
International agricultural research has historically been an example par excellence of open source approach to biological research. Beginning in the 1950s and especially in the 1960s, a looming global food crisis led to the development of a group of international agricultural research centers with a specific mandate to foster international exchange and crop improvement relevant to many countries. This formalization of a global biological commons …

Rural-Urban Migration in Africa: Theory, Policy and Research Implications
It is the aim of this paper to examine from a theoretical standpoint the process of rural-urban migration in Africa and its role in economic development with a view toward proposing a research agenda to address key policy issues. We do this in three stages. First the large body of theoretical and empirical knowledge of the rural-urban migration process in Africa is briefly reviewed emphasising those characteristics which are most important in Afr…
