The Conditional Impacts of Organizations and Supervisors on the Tension Between Officers and Citizens
Under what organizational conditions are police officers more likely to use lethal force against racial minority suspects in the United States? Using identity and institutional theories, we find that perceived legitimacy is likely to determine how street‐level bureaucrats and managers define their identities and influence the disproportionate killings of minorities in the United States. In sum, we show that bureaucrats, either street‐level White …

Community Policing Policies and the Use of Lethal Force
In this research, we examine whether community policing policies (CPPs), community policing training for new recruits or regular community policing training, impact who is killed by a law enforcement officer in terms of the victim's race. We seek to present one of the few empirical studies of evidence on whether community policing has the potential to address racial disparities. Using a unique dataset and multinomial logistic models, we found tha…
Disasters and social vulnerability determinants of federal subsidiarity assistance
Subsidiarity assistance creates opportunities for the federal government to intervene in subnational affairs, supplement emergency response, and reduce jurisdictional vulnerabilities. Recognizing the differential effects that disaster events and revenue sharing could have on states, the research investigates the determinants of federal subsidiarity assistance grants to states in the context of American federalism. This study draws from disaster i…
Pandemic Planning in the United States
In the early months of 2020, news spread that a coronavirus (COVID‐19) had been detected in Wuhan, China. The virus quickly spread across the country and to other continents. As deaths mounted in the United States, evidence indicated that some states experienced a higher rate of COVID‐19 deaths than other states and that African American communities were hit harder by the virus than other racial groups. Hence, we pose two questions in this resear…
Do White Law Enforcement Officers Target Minority Suspects
The debate over possible bias in the use of deadly force has recently been exacerbated by highly publicized killings of African American males around the country. While much research has been conducted examining police behavior, little has been done to investigate the impact of race on police behavior. This article aims to answer this question: are white police officers more likely to use lethal force on minority suspects or people of a specific …
Policy diffusion as a means for improving national budget systems
Substantial research has been conducted examining policy diffusion among both the American states and the nations of the developed world and to a somewhat lesser extent, developing worlds. Little research, especially at the nation-state level, has focused upon budget systems, however. We use case studies of 18 diverse countries (Menifield, 2011) to conceptualize national budget systems and, based upon this conceptualization, to identify clusters …

State lotteries and education
During the latter half of the 20th century many states began to use the lottery as an alternative method to increasing the amount of revenue within their general funds. Apparently, this method was a lot more palatable than increasing taxes. Passing lottery legislation was easier in states where the funds were partially or wholly designated for primary, secondary, or higher education. The main purpose of this paper is to determine if the presence …
The Media's Portrayal of Urban and Rural School Violence
Although the juvenile arrest rate has declined in the last few years, public awareness of juvenile crime has not diminished (Snyder 1996; Schiraldi 1998). The recent rash of rural school shootings has, in fact, heightened public awareness of juvenile crime and delinquent behavior. This research examines acts of school violence that have been committed by juveniles in three rural school districts and analyzes how the newspaper media present these …
Black Political Life in the Missouri General Assembly
It is not surprising that there is a paucity of research on Black political life in Missouri. One such undertaking by Greene, Kremer, and Holland (1980) examined the history of African Americans in Missouri from slavery to the late 1970s. They noted that the lives of African Americans changed precipitously as a result of the Civil War. For Black Missourians, this marked the beginning of a new social, economic, and political order. However, the me…
