Hierarchy of Needs and the Measurement of Poverty and Standards of Living
The focus of this Element is on the idea that choice is hierarchical so that there exists an order of acquisition of durable goods and assets as real incomes increase. Two main approaches to deriving such an order are presented, the so-called Paroush approach and Item Response Theory. An empirical illustration follows, based on the 2019 Eurobarometer Survey. The Element ends with two sections showing first how measures of inequality, poverty and …
Research Handbook on Measuring Poverty and Deprivation
Children constitute about one quarter of the world population. Globally, children are more likely to be poor than adults. In fact, estimates say that they are over twice as likely to be poor as adults. It is estimated that in 2017 17.5% children lived in poverty, vis à vis 7.9% of adults. Child Poverty is also a widespread phenomenon, in low as in high income countries, Child poverty has many long-lasting consequences on children’s lives and futu…
Gender Gaps in Financial Literacy
Understanding why women are less financially literate than men is crucial for developing effective policies that decrease gender inequalities and improve women’s financial literacy, agency, and empowerment. Accordingly, this article adopts a multidimensional approach to measuring financial literacy in developing countries, aggregating three key components of financial literacy, namely financial behavior, financial attitude, and financial knowledg…

Ordinal Variables and the Measurement of Upward and Downward Intergenerational Educational Mobility in European Countries
This article proposes a new approach to the measurement of intergenerational mobility in education. Borrowing the concept of inequality‐sensitive and additive achievement measure axiomatically developed by Apouey et al ., we derive new indices of upward, downward, and total mobility, using a “movement approach.” It turns out that the Prais‐Bibby and Bartholomew mobility indices are particular cases of the mobility indices we introduce. We then pr…

On Inequality‐Sensitive and Additive Achievement Measures Based on Ordinal Data
This paper, following earlier work on the measurement of inequality when only ordinal information is available, proposes an axiomatic derivation of a new class of inequality‐sensitive and additive achievement measures. Use is then made of these indices to study health achievement in Europe, using information on self‐assessed health in 30 countries, based on the European Health Interview Survey (wave 2)
Using the Shapley Decomposition to Disentangle the Impact of Circumstances and Efforts on Health Inequality
Performance and Inequality in Health
A country’s performance in health attainment refers to both its achievement (level) and its improvement (evolution) in the health domain. Studies on performance generally measure health attainment using the average health level of the population and quantify health improvement employing the change in attainment over time. However, this approach is flawed because the change in attainment does not satisfy good properties, on the one hand, and becau…

Introduction to the Special Issue on Global Poverty Lines
Reference groups and the poverty line
A recent trend in the study of poverty is to consider a relative poverty line, one that is responsive to the nature of the income distribution. We develop an axiomatic approach to the determination of an amalgam poverty line. Given a reference income (e.g. the mean or the median), the amalgam poverty line becomes a weighted average of the absolute poverty line and the reference income, where the weights depend on the policy maker’s preferences fo…

Inequality and Bi-Polarization in Socioeconomic Status and Health
Traditional indices of bi-dimensional inequality and polarization were developed for cardinal variables and cannot be used to quantify dispersion in ordinal measures of socioeconomic status and health. This chapter develops two approaches to the measurement of inequality and bi-polarization using only ordinal information. An empirical illustration is given for 24 European Union countries in 2004–2006 and 2011. Results suggest that inequalities an…
The Measurement of Individual Well-Being and Group Inequalities
Although most traditional economic theory puts the individual at the centre of analysis, more recent approaches have acknowledged the importance of a wider sense of identity as a determinant of individual behaviour. Whether it is ethnicity, religion or gender, group membership is a central part of human life. This book presents new advances in areas which consider both the individual and the group when measuring inequalities and well-being. The f…

Part I is devoted to 'Information Theory and Segregation Measurement', part II to 'The Gini Index and the Measurement of Segregation', part III to 'Measuring Segregation with Ordered Categories', part IV to 'Exploring Changes in Segregation' and part V to 'Wage Inequality and Segregation'. Let us now review into more details each of these ten chapters

Quantitative Approaches to Multidimensional Poverty Measurement
Most of the methods designed for the analysis of poverty share two main limitations: (i) they are unidimensional, i.e. refer to only one proxy of poverty such as low income or consumption expenditure; (ii) they need to dichotomize the population into the poor and the non-poor by means of the so-called poverty line. Nowadays many authors recognize that poverty is a complex phenomenon that cannot be reduced to the sole monetary dimension. This lead…

Factor Components, Population Subgroups and the Computation of the Gini Index of Inequality
A simple technique based on matrix algebra is proposed to compute the Gini Index of Inequality; to obtain its decomposition by factor components when detailed data on income sources are available; to derive a breakdown of the inequality into, within, and between classes inequality when the income units are grouped by income range; and to compute the contribution of the within and between groups inequality, as well as that of some interaction term…
Deprivation, the Gini index of inequality and the flatness of an income distribution
Inequality Decomposition by Income Source
A new decomposition of the Gini index by income source is proposed. It distinguishes between three components: the true Gini index of the source, a permutation, and an aggregation component. Copyright 1993 by MIT Press

Measuring Multidimensional Poverty
This paper makes a systematic comparison of four approaches to multidimensional poverty analysis based respectively on the theory of fuzzy sets, information theory, efficiency analysis and axiomatic derivations of poverty indices. The database was the 1995 Israeli Census that provided information on the ownership of various durable goods. There appears to be a fair degree of agreement between the various multidimensional poverty indices concernin…
