    Open Access•Frank Ahimbisibwe•ARTICLE•Cogent Social Sciences•2026

By May 2024, Rwanda was a host country for more than 135,000 refugees, mainly from the Democratic Republic of the Congo (DRC) and Burundi. In May 2014, Rwanda passed the Law Relating to Refugees which substantially reflected her international and regional obligations under the relevant refugee and human rights instruments. In 2024, Rwanda repealed the 2014 law by passing the Law Governing Refugees and Applicants for Refugee Status in Rwanda. Alth…

  • Invisible Yet Resilient

Open Access•Samuel Opono, Frank Ahimbisibwe et al.•ARTICLE•Journal of Central and Eastern…•2026

Forcibly displaced older persons in Africa have not largely been the object of academic research. Recent scholars conducted a scoping review about the situations of displaced older persons in Africa and identified several gaps in the literature, including paying attention to the displaced older persons’ integration in the host societies. Our current study contributes to filling this gap by examining the vulnerability of older refugees and identif…

  • The Absence of Durable Solutions, The Presence of Local Solutions in Protracted Refugee Situations. The Case Study of Uganda’s Approach to Hosting Refugees

Open Access•Samuel Opono, Frank Ahimbisibwe et al.•ARTICLE•Journal of Central and Eastern…•2025

The numbers of refugees have been increasing annually, engendering protracted refugee situations in the developing countries hosting refugees, yet with very minimal implementation of durable solutions. This intrigues the question of whether the approach of local solutions that empower protracted refugees to become resilient and self-reliant, can become a viable option to durable solutions especially in poor African countries such as Uganda? We us…

  • Refugee Volunteering and Responses to Displacement in Uganda

Open Access•Matt Baillie Smith, Bianca Fadel et al.•ARTICLE•Journal of Humanitarian Affairs•2025

This paper critically explores the role of voluntary labour in refugee-led responses to displacement. Despite the wide celebration of volunteering in response to crises and community needs, refugees and displaced populations tend to be depicted as passive beneficiaries of support. This paper engages with critical literatures challenging this assumption and provides an analysis of refugee volunteering experiences in Uganda, interrogating the uneve…

  • Navigating forced migration in the Horn of Africa

Open Access•Frank Ahimbisibwe, Cedric Marvin Nkiko•ARTICLE•Cogent Social Sciences•2025

This systematic review examines how the Intergovernmental Authority on Development (IGAD) has responded to forced migration in the Horn of Africa, focusing on the legal, economic, and humanitarian challenges affecting its capacity for coordinated action. The review includes 22 studies published after 1995 that evaluate IGAD’s legal and policy frameworks, regional initiatives, and implementation practices. Sources were identified through systemati…

  • Employment as a Strategic Pathway for Refugee and Host Youth Integration in Uganda

Open Access•Cedric Marvin Nkiko, Frank Ahimbisibwe•ARTICLE•Journal of International…•2025

Refugee integration is a critical global concern, particularly in Refugee Hosting Countries (RHCs) like Uganda. This paper examines Uganda’s unique approach, focusing on the factors that influence the experiences of refugee and host youth aged 16–24 years. Utilising the UK Home Office Indicators of Integration Framework, data from interviews and focus groups reveal the multidimensional nature of integration, with employment identified as a founda…

  • Between the ghetto and the establishment

Open Access•Kristof Titeca, Anders Sjögren et al.•ARTICLE•The Journal of Modern African…•2025•References: 18

What does the institutionalisation of a protest movement into an opposition party in an electoral autocracy mean for its members? This article examines this question by analysing the conversion of People Power, a political pressure group in Uganda, into the National Unity Platform (NUP), focusing on the dilemmas of organisation, strategy and identity. NUP sought to broaden and institutionalise People Power’s activities to be seen as a credible pa…

  • Protracted refugee situations and the shrinking durable solutions

    Open Access•Samuel Opono, Frank Ahimbisibwe•ARTICLE•Cogent Social Sciences•2024

The phenomenon of protracted refugee situations and the conditions of refugees living in the same situation have renewed debates on durable refugee solutions. Despite the international provision for durable refugee solutions, the current trend defies that expectation, as observed in the cumulative number of refugees in protracted situations, while durable solutions are barely implemented, intriguing the question of whether local solutions could b…

  • Challenges of deepening political commitment and long-term legitimacy in West African integration and the future of Ecowas

    Open Access•Sampson Edodi, Frank Ahimbisibwe•ARTICLE•Cogent Social Sciences•2024

Regional cooperation and integration are increasing globally with regional blocs working towards economic and political stability. In this paper, the nonsituational concept of political commitment and the pathway of normative legitimacy are employed to explore the model for deepening political integration in West Africa. The focus is on identifying key policy areas to enable consistent political commitment and long-term legitimacy in the West Afr…

  • The scale, forms and distribution of volunteering amongst refugee youth populations in Uganda

Open Access•Bianca Fadel, Matt Baillie Smith et al.•ARTICLE•Population Space and Place•2024•Cited by: 1•References: 22

Geographies of volunteering have examined the relationships between people, places and forms of voluntary action, but there has been limited geographical scholarship on the scales, forms and distribution of volunteering amongst specific populations in different settings, particularly in the global South. While in the global North there are some established quantitative data sets, often produced by humanitarian and development organisations, these…

  • Political participation of refugee and host community youths

Open Access•F Melis Cin, Craig S Walker et al.•ARTICLE•Journal of Youth Studies•2023•Cited by: 4•References: 9

The political participation of youth is growing in importance with the proliferation of youth parliaments, councils, and online campaigning. Yet, these sites are not accessible to all youth, especially those from minority, or refugee communities. Activism by these types of youth is often denounced or reduced to dehumanising narratives of their experiences. This paper aims to explore alternative spaces for and political participation of refugees t…
