When the resources available to an economically cooperating unit are scarce, fluctuations in availability of these resources can have consequences for survival. The average fluctuations must clearly be kept below the amount by which the average wealth available exceeds the subsistence minimum and if the latter cannot be increased, then it is necessary to decrease the former.
