Introduction
It is a happy coincidence indeed that in the 40th year of publication, the Editors of this Journal have had the privilege of publishing a liber amicorum for Professor James Read. In 1996 he retired from 40 years of teaching in the University of London, since 1974 as Professor of Comparative Public Law with special reference to Africa, a Chair which he retains in an Emeritus capacity. It has been a formidable task to attempt to do justice to the w…
James Read the Law Reporter
In the Introduction to this volume, brief reference was made to James Read’s work as General Editor of Law Reports of the Commonwealth . The series includes cases from every part of the Commonwealth, but the purpose of this brief note is to draw particular attention to some recent cases reported from African jurisdictions, some of which have no up-to-date series of law reports of their own

The Path Towards a New Order in South Africa
We the people of South Africa declare that ... there is a need to create a new order in which all South Africans will be entitled to a common South African citizenship in a sovereign and democratic constitutional state in which there is equality between men and women of all races so that all citizens shall be able to enjoy and exercise their fundamental rights and freedoms. (Preamble to the Constitution of the Republic of South Africa 1993
A Fresh Start for Africa? New African Constitutional Perspectives for the 1990s

Throughout sub-Saharan Africa, there is blowing a wind of political change comparable with that identified by British Prime Minister Harold Macmillan in his famous speech to the South African parliament in Cape Town on 3 February, 1960. The source of that wind was African national consciousness which was impelling the process of dec…

The Mining Ordinance of Northern Rhodesia
Shirley Zabel's account of the genesis of the Gold Coast Marriage Ordinance of 1884, published elsewhere in this Journal, demonstrates how much a legislative history can teach us about the way in which colonial law-makers went about tackling the formidable problems which had to be faced in what were still the early stages of modern British administration in West Africa. It is proposed in this article to turn to colonial Zambia and to look at the …
