School Performance Measurement: Politics and Equity
Growing political pressure for increased efficiency in government has led many to support the use of performance measurement schemes. Such schemes are never neutral and frequently influence the allocation of resources and power. The increased use of performance measures in the public sector raises questions regarding the fairness of the measures and the justness of the accompanying sanctions and rewards. Focusing on public schools, this study dem…
“The Great Negro State of the Country?”: Black Legislators in Arkansas: 1973-2000
Scholarship on African American political participation—like research on political participation generally—has focused largely on the national-level preferences of citizens and policy makers. Considerably less attention has been paid to such dynamics in the American states. This article provides an introduction to Black legislative activity in the State of Arkansas with an eye on descriptive and substantive representation issues. Specifically, th…
A Study of the Advancement of Women in Municipal Government Bureaucracies: Persistence of Glass Ceilings
If women's advancement to the highest-level decision-making positions in governmental bureaucracies is to be enhanced, a better understanding of the continued impediments to such progress is essential. This study employs a large, previously underutilized national data set obtained from the U.S. Equal Employment Opportunity Commission (EEOC) to answer two questions. To what extent are women represented in the top-level administrative positions in …

Insurgency theory and the conflict in Algeria: A theoretical analysis
In the early nineties it was widely feared that Algeria was on the verge of an Islamic revolution. These fears proved to be unfounded. This article seeks to explain the failure of the insurgency to topple the current government through the use of three models of successful insurgency movements: urban insurrection, peasant‐based guerrilla warfare and focoism. Analysis shows that the first two of these models cannot be applied to the situation in A…

Avoidance of Sex-Atypical Toys by Five- and Ten-Year-Old Children
The technique developed by Hartup, Moore, and Sager (1963) was used to measure avoidance of non-traditional sex-typing in school-age children. A between-subjects design was used in which 40 elementary school children were studied under four experimental conditions (sexes, ages 5 and 10 yr.). The dependent variable was the number of observations in which looking at or touching sex-atypical toys was scored. Statistical analyses showed that 10-yr.-o…

Graphics Variables and Reliability and Level of Essay Grades
It has long been known that graphics variables, independent of the actual quality of themes and essays, have influenced the reliability of essay grading. The quality of handwriting was found to influence essay grades forty years ago (James, 1927; Sheppard, 1929). Composition errors have been found to significantly influence grades given essays even when raters were instructed to grade on content only (Scannell and Marshall, 1966; Marshall, 1967).…
