Macroeconomic policies for investment and sustained and sustainable development
Climate crises will adversely impact the already weak and volatile growth of Latin American and Caribbean countries and significant public and private investment in adaptation and mitigation will be needed to address the effects of climate change. This is no easy proposition in a region that underinvests and has a complex macroeconomic scenario. Macroeconomic and financing policies have great potential to boost investment, but fiscal policy must …
Rethinking Development in Latin America
Latin American countries face a crossroad that demands profound change in their development paradigm. In the last four decades economic growth, investment, and productivity have shown poor performance. This has made it impossible to break with the productive heterogeneity that characterises the region and its dependence on low value-added productive sectors and commodity-dependent export structures. Although there has been a positive advance in h…
Equidad en salud en la región más desigual del mundo
Re-democratization has transformed the social agenda and the role of the state in Latin America with a growing commitment to health equity and social justice, yet these aspirations are strained by the region ́s profound socioeconomic inequalities. Efforts to provide universal coverage to the right to health have led to the development of a variety of public policies, whose scope depends on how the concepts of health and equity are understood. In …
Macroeconomics for Development in Latin America and the Caribbean
The Macroeconomics for Development blueprint for Latin America and the Caribbean is articulated around two issues: an active strategy of productive development and a countercyclical policy stance. Macroeconomic countercyclicality refers to the management of the level of aggregate demand to dampen the fluctuations and volatility of real and nominal variables around their long-term trends. This paper argues that the cycle and trend are interdepende…
A regional reserve fund for Latin America
This paper analyses the viability, implications and challenges of expanding the Latin American Reserve Fund (FLAR) to Argentina, Brazil, Chile, Mexico and Paraguay. A regional reserve fund should be viewed as one of a broad range of mechanisms offered by the international financial architecture to address balance-of-payment difficulties. A fund with resources of between US$ 9 and US$ 10 billion at its disposal would be able to cover the potential…
The bigness of smallness
This paper has two purposes. First, it seeks to explain the reason why a relatively small shock (in the subprime market in the United States) had a systemic effect on the world economy. It is argued that this responds to the combination of off balance sheet funding and pro-cyclical leverage management. Second, it analyses the transmission mechanisms and the possible effects of the crisis on Latin American economies. Past crises had generalized, d…
Less volatile growth? The role of regional financial institutions
The volatility of economic growth in the countries of Latin America and the Caribbean has been exacerbated by a lack of suitable instruments for smoothing external shocks. Difficulties with the provision of emergency financing and the development of financial markets capable of trading government securities that incorporate better contingency mechanisms have contributed to economic volatility. To identify routes towards progress with these two is…
Challenges for Health and Social Protection in Latin America
The Role of Insurance in Social Protection in Latin America
Social protection schemes in Latin America face serious short falls in the financial resources available to meet their needs. New types of insurance envisaged in reforms should help to contain costs and increase coverage. However, in strengthening schemes' coverage it is highly probable that considerable demand for additional financial resources will arise to address the need to introduce the principle of solidarity into the system. This article …
The role of insurance in social protection
Social protection systems have to cope with large discrepancies between the financing needed to cover demand and the resources actually available. For this reason, it is necessary for any reform proposal to include elements of cost restraint as well as measures to increase the population coverage of systems. Efficiency and solidarity must improve together if progress is to be made towards universality of benefits. Any reform strategy needs to con…
Hacia una nueva seguridad social en el siglo XXI
In the countries of Latin America and the Caribbean, social security systems have traditionally been almost exclusively the responsibility of the public sector. These systems have had major shortcomings, such as low coverage rates, unbalanced budgets, inadequate funding, and poor management of resources. In order to solve these problems and face the increased demands associated with demographic and epidemiological transitions, in the 1990s a numb…
Reforms to health system financing in Chile
The reforms made in the early 1980s profoundly changed the structure and functioning of the health sector in Chile in both the private and the public subsectors. In spite of the considerable advances made since 1990, however, the public-private configuration resulting from those reforms has not allowed the shortcomings in terms of resource allocation and the access of the population to health services to be overcome. A proposal for reform of the …
Foreign capital inflows and macroeconomic policies
In recent years, a number of countries of the region have gained renewed access to international financial markets, thus passing abruptly from a situation of relative scarcity of external resources to one of abundance. This situation has given rise to considerable pressures on certain key variables of their economies, especially the real exchange rate and interest rates
