Why do State Policies toward Religious Minorities Change? Evidence from the Muslim Minority in Postcommunist Bulgaria
Between 2011 and 2018, Bulgaria enacted a series of reforms accommodating the two most salient demands of its Muslim minority in the postcommunist period: the registration of elected Muslim leadership and the provision of state funding for religious communities. This constituted a significant departure from the restrictive policies pursued during the first two decades after communism and from the repressive legacies of earlier periods. Through pr…
Against the Odds: Explaining Mainstream Montenegrin Parties Domination of Bosniak and Albanian Minority Representation in Postcommunist Montenegro
The Bosniak and Albanian minorities in postcommunist Montenegro have supported and been represented by mainstream Montenegrin parties more than by their ethnic parties. This stands in striking contrast to the situation in neighboring Serbia and North Macedonia where the Bosniak and Albanian minorities vote almost exclusively for their ethnic parties. The Montenegrin case stands out as deviant also when one considers a number of extant explanation…
Nationhood cleavages and ethnic conflict: A comparative analysis of postcommunist Bulgaria, Montenegro, and North Macedonia
Why do interethnic tensions in some multiethnic countries escalate into violence while in other cases, the tensions exist but they are contained? Most theories focus on the nation-state model’s exclusionary logic, different forms of institutional design, and external intervention by third-party actors. My argument centres around political divisions among the ethnic majority elites over conceptions of nationhood. Elites divided by a nationhood cle…
Varieties of Resilience and Side Effects of Disobedience: Cross-National Patterns of Survival during the Coronavirus Pandemic
The coronavirus pandemic allows us to test several hypotheses regarding state capacity and power by using a group of thirty-one Eurasian countries. These countries vary on a number of potentially relevant causal variables such as population density; proximity to the earliest epicenters of the pandemic; health spending; ethnoreligious diversity; dominant religious tradition; level of democracy; and the prevalence of smoking. We compare fatality ra…
The puzzle of Turkish minority representation, nationhood cleavage, and politics of recognition in Bulgaria, Greece, and North Macedonia
Bulgaria, Greece, and North Macedonia have demographically the largest and politically the most significant Turkish minorities in southeastern Europe. Yet the official recognition of Turkish ethnicity and language varies very significantly across these three neighbouring countries. This variation is particularly puzzling and counterintuitive if one considers a number of alternative explanations, all of which would predict different outcomes. The …
