  • NextGenerationEU and the Future of European Integration

    Open Access•Franz C Mayer•ARTICLE•AJIL Unbound•2024

Public revenues, who decides on them, and their justification and legitimation are among the oldest constitutional issues of all. In the EU, member states ultimately control the scope of European policy and the independence of the European level via the EU's budget. This can be interpreted either as a bug or as a feature. The European Parliament reflects representation without taxation, as it has no taxation powers, and the EU does not have budge…

  • Der Ultra vires-Akt

    Franz C Mayer•ARTICLE•JuristenZeitung•2020

    Franz C Mayer•ARTICLE•JuristenZeitung•2016

  • European Identities and the EU – The Ties that Bind the Peoples of Europe

    Open Access•Franz C Mayer, Jan Palmowski•ARTICLE•JCMS Journal of Common Market…•2004•Cited by: 16•References: 20

This article addresses a crucial issue underlying enlargement and constitutional reform: the ways in which the EU has come to relate to a common European identity. The discussion problematizes the concept of identity in order to distinguish between different types of identities. It proposes that, while a meaningful common European historical identification barely exists, European identities have come to be expressed first and foremost through EU …

  • European democracy and its critique

    Joseph H H Weiler, Ulrich Haltern et al.•ARTICLE•West European Politics•1995•Cited by: 97•References: 3

After presenting a ‘standard version’ of the European Union's democratic deficit thesis, the European democratisation debate is broadened in four directions. First, the issue of demos and the political boundaries of the Union is considered, presenting competing notions of European peoplehood. Then European governance is presented as taking one of three forms: international, supranational and/or infranational. A differentiated democratic discourse…
