Poverty alleviation and economic reforms in India
The article first surveys the debate about poverty measurement and recent poverty alleviation in India by focusing on the main contributions. The question of whether the economic reforms of the 1990s have accelerated or delayed poverty reduction, or possibly contributed to increased poverty, is addressed by using the state-level computations of the Human Development Index (HDI). The paper sets out a heuristic model of knowledge transfer from industrialized to developing countries through the activities of engineering consulting firms. This is done by using a standard framework of economic optimization with the objective of maximizing the increase of technological know-how by the industry, since knowledge is its principal factor of production, “Learning by consulting” is viewed as a process similar to “Learning by doing”.…
