From Kuching to Cardiff
Formerly governed as a family fiefdom, Sarawak in South-east Asia had a brief existence after World War II as a British Crown Colony until it became a constituent part of the newly-created Malaysia in 1963. Using contemporaneous documentary and newspaper sources together with oral history interviews of athletes, the post-1945 development of sport within this new member of the formal British empire is examined. Particularly notable was the trend, …
Ecology, security and international action
This article explores the international measures that can resolve ecological problems in a highly securitised zone, taking North Korea (DPRK) as an example. The main question posed is how effective the available international policy measures for ecological risk mitigation are in a highly securitised country. Irreversible ecological conditions and aggravating humanitarian crises co-influence each other and threaten society as a whole. The main pur…
Driver of Peace? Ping-Pong Diplomacy on The Korean Peninsula
Amongst the various examples of sport influencing politics, the role of table tennis in facilitating ground-breaking connections between the United States and the People’s Republic of China – the so-called “ping-pong diplomacy” of the early 1970s – is probably the most-cited. However, the use of this sport has not been confined to those two major powers; rather, there have been attempts to utilize it to bring about reconciliation to the long-stan…
An Ambiguous Area
The Mongolian People's Republic (MPR) became the focus of intense competition between the Soviet Union and Japan in the 1930s, when it was more commonly known as Outer Mongolia. The Soviet Union viewed the MPR as an ideological and strategic ally, and was determined to defend that state against the increasingly adventurist actions of the Japanese military based in northern China. Japanese ambitions to solve the so-called 'Manmo' (Manchuria-Mongol…

Revisiting the 1983 Rangoon Bombing Covert Action in North Korea's Foreign Relations
The assassination attempt on South Korean (ROK) President Chun Doo Hwan during a state visit to Rangoon, Burma (now known as Yangon, Myanmar) in 1983 illustrates the willingness of the North Korean state to engage in state terror not only against its own citizens, but also against the ROK. The authors examine the North Korean state’s adoption of covert operations tactics and terrorist activity in an attempt to undermine the ROK, even when its act…
Japan
This chapter discusses the main elements of Japan’s political and economic system which underpin and can either promote or inhibit its international role as well as the crucial perceptional issues of how the Japanese feel about themselves and the outside world. It examines the state of the vital US- Japanese relationship, Japan’s regional aspirations, its defence posture, and its non-military contributions to the international order. The chapter …
China's regions in an era of globalization
A quarter of a century ago, two regular contributors to Chatham House's China studies project of that era, David S. G. Goodman and Gerald Segal, published a ground-breaking edited volume with the catchy title of China deconstructs (London: Routledge, 1994). Eschewing the possibility of a dramatic Soviet-style disintegration, though, the various experts did set out some relatively cautious thoughts on the processes of decentralization and the emer…
Divergence and Diversity
A widely-held perception is that the image of North Korea among most Chinese people has changed from that of a socialist comrade and ‘little brother’ to an idiosyncratic, trouble-making neighbor. This research questions the homogeneity of Chinese people’s viewpoints towards North Korea. Concepts of state and popular nationalism are used to examine differences and similarities between the Chinese state and its people in their perceptions and senti…
Red or Expert? The Anglo–Soviet Exchange of Ambassadors in 1929
Throughout the 1920s, distrust and contention marked Anglo–Soviet relations, culminating in the diplomatic break in 1927. In 1929, the incoming Labour government successfully pursued its objective of re-establishing diplomatic relations with Moscow, but the follow-up in terms of ambassadorial appointments was far from routine for either side. This analysis shows that internal pressures complicated decisions about whether to appoint career diploma…
Maintaining a Minority Sport
Cricket was one of the main sports that typified British imperial cultural exports, but in the colony of Hong Kong it remained largely a pursuit with limited appeal beyond expatriates and South Asian residents. After 1997, the cricket community did receive better financial and administrative support, but a consistent policy to promote the sport was lacking. Hong Kong cricket officials have become increasingly aware of the need to extend the sport…
Sustaining Identities
The Soviet invasion of Afghanistan in December 1979 and the subsequent critical global focus on the 1980 Moscow Olympics placed Hong Kong and its aspiring Ohmpians in a dilemma. The Hong Kong government and the Hong Kong Amateur Sports Federation and Olympic Committee (ASF&OC) found themselves coming under multiple pressures as politics heavily intruded into sports. Facing international calls for a boycott of the Moscow Olympics, led by the USA b…
From Aspac to EAS
South Korea's diplomatic and security focus has inevitably been on northeast Asia and its difficult relationship with its northern neighbour, but South Korea also has a role to play in the broader Asian Pacific region. This article analyzes South Korea's increasing economic, political, and cultural links with the wider region, in particular with Southeast Asia, and its role in the development of Asian Pacific regionalism. Utilizing the concept of…
London Revisited
1948 was South Korea's first ever appearance in the Olympics – a poor country, forced to adjust to division on the peninsula, with a limited athletic presence. But South Korea won its first medals and contributed to the tortuous process of securing its international standing. Sixty-four years later, by the time of its second appearance in a London Olympics South Korea had become a powerful economy with a high international profile and a strong at…
The Two Koreas and the Politics of Global Sport
The Two Koreas and the Politics of Global Sport analyses the impact of politics on the development of sport in the two Koreas over six decades and argues that inter-Korean rivalry has significantly influenced sporting ambitions and development
A Bid Too Far
In January 2011 Hong Kong's Legislative Council voted against any bid to host the 2023 Asian Games. Set against the background of the historical development of sport in Hong Kong including previous experiences with bidding for and hosting international sporting events, the key parameters of the debate within Hong Kong relating to a possible 2023 bid are analysed. The Hong Kong government's failure to win the day on the Asian Games bid was a resul…
The making of a modest mega-event
In December 2009, Hong Kong hosted its largest ever multi-sport event, the East Asian Games (EAG). Overshadowed initially by the excitement of the 2008 Beijing Olympics – and Hong Kong's part in hosting the equestrian events – the Hong Kong public was slow to appreciate the significance of the EAG. This essay examines the history of sports development in Hong Kong and the relatively ‘underdeveloped’ sporting culture, the expectations of the Hong …

The Seoul Olympics
The 1988 Olympic Games in Seoul were a coming out party for South Korea – a culmination of its efforts to be recognized as an accomplished economic power and a serious international actor. The South Korean leadership undoubtedly looked for accelerated economic growth as well as heightened national consciousness (including awareness of sporting cultures). Yet, the run-up to and the actual hosting of the games also had a dramatic impact on both Sou…
Looking North
Under President Chen Shui-bian, Taiwan has been active in courting Japan, an approach which has been quietly reciprocated by Japan. Set against the background of deep historical and economic links, this strengthening relationship has been both encouraged and constrained by the two powers' complex relationships with China and the United States. While Japan has not been willing to openly embrace Chen's "quasi-alliance" ideas, it has been interested…
Playing Games
For divided nations such as the two Koreas, which by their very rationales are involved in a highly-charged competition for legitimacy with their other 'part-nation', the Olympics have been a particularly potent arena for political posturing. This article examines the troubled history of the two Koreas' endeavours to out-do each other in the Olympic movement, the prospects of a joint Korean team for the Beijing Olympics being realised, and the po…

Reluctant mediator
This essay examines the complex, and ultimately unsuccessful, negotiations between North and South Korea, undertaken with the encouragement of the International Olympic Committee during 1962–63 to form a united Korean team to participate in the Tokyo Olympics of 1964. In particular, it focuses on the role of Hong Kong, chosen as a ‘neutral’ site for the two Korean delegations to meet. It shows how the IOC's optimism for a ‘sporting’ solution was …

The welter of media coverage on the state of President George Bush's health during his visit to Japan in January 1992 largely obscured the Tokyo Declaration that was intended to refound the deep but often troubled relationship between Japan and the United States.
