Optimal Allocation of Seats in the Presence of Peer Effects
We model optimal treatment assignment in programs with a limited number of seats and study how the presence of peer effects impacts the optimal allocation rule. We then use data from a randomized control trial to show evidence that there are large peer effects in the context of job training for disadvantaged adults in the United States. To clarify the causal relationships of this contact with educational outcomes and the mechanisms by which such relationships arise, we estimate the effects of arrest on student engagement with school using daily attendance data. Can Restorative Practices Improve School Climate and Curb Suspensions? An Evaluation of the Impact of Restorative Practices in a Mid-Sized Urban School District
Restorative practices have gained buy-in among school districts, their stakeholders, and policymakers as a strategy to improve classroom and school climates and reduce suspension rates. This study of the implementation of restorative practices in Pittsburgh Public Schools represents one of the first randomized controlled trials of the effects of restorative practices on classroom and school climates and suspension rates.

The impact of state enterprise zones on urban manufacturing establishments
Since the early 1980s, the vast majority of states have implemented enterprise zones. This paper analyzes urban zones in six states, examining the factors that states use to choose zone locations and the subsequent effect of the zones on business activity and employment. Our analysis looks at the impact of state enterprise zones in six states (California, Florida, New Jersey, New York, Pennsylvania, and Virginia) on housing values, occupancy rates, and economic well-being of zone residents. Zones did not lead to increased housing prices or occupancy rates, nor did they positively impact income and employment
Bargaining Unit Composition and the Returns to Education and Tenure
Using data on collectively bargained outcomes in Pennsylvania schools in 1983–89, the authors find a strong relationship between the returns to education and tenure and the distribution of those attributes in the bargaining unit.
