Deference and defiance in Malaysia's China policy
When do smaller states defer to and when do they defy stronger powers? How and why? This article traces and explains the changing patterns of deference and defiance in Malaysia's China policy. There are three findings. First, deference and defiance are essential elements in all inter-state relations, especially asymmetric ones. The greater the power asymmetry, the greater the inclination to defer and defy. Second, states often pursue defiance and…
Introduction
Transregionalism, characterized by flexible, non-institutional cooperation across regions, contrasts with interregionalism's structured, rule-based interactions. New bilateralism, on the other hand, emerging post-Cold War, extends beyond economic governance to include strategic, security, and cultural dimensions, bypassing institutional constraints. This special issue examines the conceptual and practical complementarity of these frameworks in Mi…
The Novelty of Complementarity between Transregionalism and New Bilateralism
Transregionalism entails non-institutional, flexible cooperation across regions, contrasting with the more structured, rule-based approach of interregionalism. New bilateralism, which emerged after the Cold War, extends beyond economic governance to incorporate strategic, security, and cultural interactions, bypassing institutional constraints. This research aims to clarify the conceptual and practical complementarity of these two concepts and th…

Crouching Tiger, Ascending Dragon
This article examines the trends and dynamics of Malaysia-China relations, with emphasis on the post-Cold War era and beyond. More specifically, it explicates the interplay of external and domestic dynamics that have defined Malaysia’s China policy amid shifting regional strategic and domestic political milieu. This article contends that Malaysia’s “hedging” policy vis-à-vis China has been primarily shaped by the country’s ruling-elite’s percepti…

Emerging Dynamics in Malaysia-Japan Relations under the Second Mahathir Administration
Japan and Malaysia established relations in 1957, the year Malaysia obtained independence from the British. Malaysia has largely benefited through many Japanese assistance programs, and in return, the country has remained one of Japan’s closest friends in Southeast Asia. During his first premiership, Mahathir introduced the Look East Policy (LEP) as a major foreign policy re-direction, moving away from the Western approach adopted by his predeces…
Structural sources of Malaysia's South China Sea policy
This essay traces the structural sources of Malaysia's South China Sea policy. It argues that Malaysia's ‘light-hedging’ approach is primarily a smaller-state's response to growing systemic pressure arising from power asymmetry, rivalry, and uncertainties. The features of this approach are: an insistence on not taking sides, concurrent adoption of open deference and indirect defiance, and an active effort to cultivate a fallback position, all aim…
Promoting university-industry collaboration in Malaysia
University–Industry Collaboration (UIC) has been identified as an essential item on Malaysia's agenda for transforming itself into knowledge and innovation-based economy. However, despite the efforts, most initiatives have had limited results. This paper reports on an explorative study that sought to understand the contemporary realities of UIC in the Malaysian context. In particular, the study identified the expectations and impediments to UIC, …

Nationalism and Power Politics in Japan's Relations with China
Despite flourishing economic interactions and deepening interdependence, the current political and diplomatic relationship between Japan and China remains lukewarm at best. Indeed, bilateral relations reached an unprecedented nadir during the spring of 2005, and again more recently in autumn 2012, as massive anti-Japanese demonstrations across Chinese cities elicited corresponding incidents of popular anti-Chinese reprisal in Japan. This book sys…
