The Rebirth of the Global South in Foreign Policy Discourse and Debates: The Case of Brazil
"The Forest is Burning, Call the Police!" Challenges to Governing the Security-Development-Environment Nexus in the Amazon Basin
Across the Amazon Basin, deforestation and violence are out of control. This paper unpacks the unfolding law-enforcement and illegality crisis in the Brazilian Amazon through the lenses of a security-development-environment nexus. The paper analyses twenty years (2003-2023) of policy and political responses by the Brazilian federal government to the Amazon problem, highlighting the challenges to build and sustain governance arrangements to deal w…
Desmonte E Resposta Ao Desmonte: Mobilização De Comunidades De Políticas E Relações Estado-Sociedade Em Tempos De Retrocesso Democrático No Brasil
Comprehensive power shifts in the making: China's policy transfer partnerships with the United Nations
China and the United Nations (UN) have set up a growing number of partnerships to transfer Chinese domestic development policies across the South. By examining these partnerships through a power shift lens, we suggest that UN‐endorsed policy transfer processes can function as a window into shifting international cooperation dynamics. The paper first provides an overview of the evolution and key characteristics of China–UN policy transfer partners…
Mobilising international embeddedness to resist radical policy change and dismantling: The case of Brazil under Jair Bolsonaro (2019–2022)
Unpacking the ‘crisis of democracy’ and what is means and does to policy processes is a new and ever-growing agenda. This paper uses the case of Brazil to examine bureaucratic responses, and attempted resistance, to democratic backsliding and policy dismantling in times of autocratisation, notably under Jair Bolsonaro (2019–2022). It does so by focusing on a less explored transnational lenses. It argues that the growing international embeddedness…
Brazilian Civil Society and South–South Cooperation: Countering the Green Revolution from Abroad
Having transformed its hinterland to become a major exporter of agricultural commodities, Brazil has, since the mid-2000s, set up a range of South–South cooperation (SSC) initiatives to export its agri-food policies and technologies to othe countries, mainly in Latin America and sub-Saharan Africa. Both the domestic agricultural policies and SSC have been scrutinised and shaped by interactions with civil society actors, from peasant associations …
‘It Takes Two to Tango’: South–South Cooperation Measurement Politics in a Multiplex World
This paper examines whether and how the imperatives of measuring Official Development Assistance (ODA; or development aid) are being translated to the policy world of South–South cooperation (SSC). Through a historical and political ethnographic account of a decade of global policy debates on Southern‐led development cooperation between 2009 and 2019, the paper argues that growing conversations on ‘SSC effectiveness’, and how to measure it, refle…
One Single Agriculture”: Dismantling Policies and Silencing Peasant Family Farmers in Brazilian Foreign Policy (2016-2022)
Brazil experienced the opening-up and democratization of its foreign policymaking in the last decades, but since 2016 a wave of bureaucratic reforms sought to reverse that process. This paper contributes to understanding this phenomenon by looking at the agri-food dimension of Brazilian foreign policy. Through the analysis of official documental and discursive data, we discuss successive symbolic-discursive, as well as policy-institutional govern…
Beyond the single story: ‘Global South’ polyphonies
With reference to Chimamanda Ngozie Adichie’s plea to move beyond the single story, we take the complexities of the ‘Global South’ meta category as a starting point to explore what abandoning the quest for neatness can look like. Building on the main arguments put forward across this volume, our contribution centres around questions of position(alitie)s and self-reflexivity to engage with the persistent ambivalences of the ‘Global South’. We refl…
Negotiating accountability in South-South Cooperation: The case of Brazil
The increased political significance of South-South Cooperation (SSC), globally and within Brazilian Foreign Policy, has produced a variety of SSC accountability-related disputes. This paper unpacks the ways in which accountability has been problematised and negotiated in the last decade between the competing stakeholders and publics of Brazilian SSC along three intersecting dimensions: geopolitical, bureaucratic and state-society relations
Introduction: The accountability politics of reducing health inequalities: learning from Brazil and Mozambique
Inequality is a key political issue of our times. It has political consequences, fuelling conflict and raising legitimacy challenges for regimes around the world, in democratic and non‐demo‐ cratic settings alike. At the centre of these challenges is the question of accountability: who can be held accountable, on what basis, how and by whom for tackling or failing to tackle which inequalities. In the field of global health, inequality has long be…
The Transparency Frontier in Brazilian Foreign Policy
In 2011, Brazil finally approved a Freedom of Information (FOI) Act that recognises and regulates the right to public information. However, scholars have paid insufficient attention to its impact on Brazilian foreign policy. How has the Brazilian ministry of foreign affairs responded and adapted to this new law? Has it been adequately implemented, and if not, in what ways? Also, how do these challenges in promoting transparent foreign policy conn…
Participatory mechanisms and inequality reduction: Searching for plausible relations
Brazil is known for being one of the most unequal countries in the world. Since the 1990s many scholars, both in Brazil and those analyzing the country1s trajectories from abroad, have been describing a decrease in country1s inequalities. In this article we discuss the possible role of expanding citizen participation in policy making processes and overseeing their implementation in inequality reduction. To do so we explore the connections between…
