Economic Growth, Quality of Life, and Development Policy: A Case Study of South Korea
Economic indicators such as per capita GNP have persisted as the principal means of evaluating the development plans as well as the policy achievements of Third World countries. There has been, however, an increasing awareness that these measures are inadequate to assess the negative spillover effects of economic growth and are an inaccurate indicator of the true purpose of national development: enhancing human well-being. This article proposes a…

Money in a Developing Economy: A Reappraisal
CEVERAL years ago I proposed a theory to explain how the supply in a developing country is determined which allows for factors other than the traditionally assumed control by a central bank [6]. Its validity was tested with an econometric quarterly model for Pakistan, 1953-1961. The passage of time makes it possible to reappraise the model which is the purpose of this paper. With the benefit of hindsight and reflections about economic model build…

A target of 7 per cent for the G.N.P. growth rate was nearly achieved, but individual sectors diverged from the plan. Agricultural and manufacturing output increased only about three‐quarters as fast as planned, while the construction and service industries exceeded the planned rate. In a…

HE quantity of money in economic modT els traditionally has been assumed (by Keynes, as well as others) to be an exogenously determined variable controlled uniquely by the monetary authorities. Traditional theory argues that, in a fractional reserve system, money supply is a constant multiple of the reserve bank's monetary liabilities which are controlled via the conventional instruments open market operations, changes in the required reserves ra…
The Budget Process in South Vietnam
T IS NOW ALMOST SIX YEARS since the Geneva Agreement marked the end of the Indochina War and since the designation of Ngo-Dinh-Diem as Prime Minister of South Vietnam marked the end of French control in that country. In these years the leaders of South Vietnam have subdued, if not eliminated, internal dissension, dismissed their former hereditary ruler, and adopted a Westernized Constitution with a French-style National Assembly and an American-s…
