Banking in the Transition Countries of Central, Southern, and Eastern Europe and the Former Soviet Union
This chapter explains the functioning of the banking sectors in the European transition countries. First, we reflect on the thirty-year history of transition banking from the creation of banking institutions out of the planning structures through the effect of the global financial crisis and the post-crisis challenges. The primary effect of using individual expectations data rather than cross-sectional averages as a regressor is to introduce additional measurement error. Finally, the distinction between expectations and full informational efficiency is more than a semantic one. The failure to make this distinction seems to be the cause of substantial confusion in the literature. The distinction has become increasin…
Relative Price Variability and Nonuniform Inflationary Expectations
Using a generalization of a rational, partial information framework presented fully in Cukierman and Wachtel (1979), it is shown that there is a positive relationship between the variance of relative price change and the variance of inflationary expectations across markets in the economy. This implication is then tested empirically using data on the variance of relative price change and on the variance of directly measured expectations. The empir…

The Effect on Earnings of School and College Investment Expenditures
T is widely acknowledged that time spent in school is an important determinant of earnings. There is less agreement about the effects of expenditures per year of schooling on earnings. Most studies of the returns to schooling consider only the extensiveness (time in school) and not the intensiveness (resources invested per year) of investments.' If schools are efficient users of resources, then intensiveness of investment can be called the qualit…
The Effects on Income of Type of College Attended
The effects of particular attributes of colleges on the subsequent earnings of individuals who attend are much discussed but rarely studied systematically. Here we seek to compare the earnings patterns of people attending different types of colleges. The classification of colleges used in this study is the scheme developed by the Carnegie Commission on Higher Education based on the sense of commitments to research, types of programs offered and s…
