Lessons from supporting ‘access to justice’ in Rwanda
The Relationship Between Health aid and Health Outcomes and the Role of Domestic Healthcare Expenditure in Developing Countries
Foreign aid is a controversial tool for helping developing countries achieve economic growth and welfare. Nevertheless, the early 2000s saw a rise in development assistance dedicated to the health sector. The concept of sustainable development highlights the importance of a healthy population to achieve overall development. Using a dataset containing Official Development Assistance channelled towards 100 countries between 2002 and 2020, this pape…

Not such a good bargain for (the evidence on) budget support
This is a comment on the article by Haley Swedlund and Malte Lierl, “The rise and fall of budget support: Ownership, bargaining and donor commitment problems in foreign aid” (2020), which appeared in a special issue on “Ownership in a post-aid effectiveness era: Comparative perspectives” edited by Niels Keijzer and David Black. Swedlund and Lierl seek to explain the rise and fall of budget support from a bargaining framework on aid. This is an in…
Levels of Anti-Citrullinated Protein Antibodies and Rheumatoid Factor, Including IgA Isotypes, and Articular Manifestations in Ulcerative Colitis and Crohn’s Disease
Systemic presence of arthritis autoantibodies (AAb) is specific for rheumatoid arthritis (RA). AAb initiation might be triggered by chronic mucosal inflammation, such as in inflammatory bowel disease (IBD). We assessed the prevalence of anti-citrullinated protein antibodies (ACPA) and rheumatoid factor (RF) in ulcerative colitis (UC) and Crohn's disease (CD) patients, with regard to the prevalence of joint complaints in AAb+ versus AAb- IBD patie…
Gender Segregation and Income Differences in Nicaragua
Despite having higher average education levels, Nicaraguan women still earn much less than men. Furthermore, the country has one of the highest levels of occupational gender segregation in Latin America. This paper aims to explain the gender income gap in Nicaragua, taking into account individual characteristics, engagement in specific occupations and sectors, and geographical location. Using a multilevel framework, the study finds that while a c…
The regulation of onsite sanitation in Maputo, Mozambique
Poor quality onsite sanitation causes drinking water contamination and diseases in cities in sub-Saharan Africa. In this article, we consider to what extent regulation reduces onsite sanitation-related health and environmental risks. We examined regulatory standards and how they are enforced in Greater Maputo, the capital of Mozambique. Standards for the construction of pit latrines and management of faecal sludge are incomplete. Reforms in the s…

This article aims to evaluate PAANEEAC (Projet d’appui au développement des associations nationales pour l’évaluation environnementale en Afrique Centrale), the program to support the development of national associations (NAs) for environmental impact assessment (EIA) in Central Africa. PAANEEAC’s objective is to improve the governance of investment decisions through strengthening capacities for EIA. From the literature explaining the failure of …
Challenges in evaluating budget support and how to solve them
While there are well-tested methods for evaluating projects, it is much more difficult to evaluate budget support with the same rigour. This article outlines the challenges of evaluating budget support. In addition to applying a rigorous counterfactual for assessing impact, we argue that there are three other challenges, mainly caused by the ambiguities in the theory and practice of budget support. We then present a typology of different approach…
Public accountability and the Public Expenditure and Financial Accountability tool: An assessment
Since 2005, the Public Expenditure and Financial Accountability tool has been widely used in developing countries and emerging economies to evaluate the performance of public financial management systems. In this article, we assess the strengths and weaknesses of the Public Expenditure and Financial Accountability instrument tool for evaluating public financial accountability. We examine the theoretical literature on public accountability in orde…
Governance or Poverty Reduction? Assessing Budget Support in Nicaragua
General Budget Support (GBS) is assumed to lead to more effective poverty reduction through non-earmarking of the money and through recipient country ownership. A second and more hidden objective of GBS, however, is to influence policies and governance of recipient countries. This article develops an evaluation framework that takes the tensions between these two objectives into account. It then assesses the results of GBS in Nicaragua under two a…
