On the Relative Contributions of National and Regional Institutions to Economic Development
Institutional quality is recognized as a fundamental driver of long‐run growth (Acemoglu et al. 2005) and it has been widely studied at both country and regional levels in the economic growth literature. Nevertheless, the literature is scant on the question of how this relationship behaves when the hierarchical structure of regions and countries is considered. To fill this gap, we propose a novel approach to the question, relying on multilevel ec…

Long-Run Innovation Patterns in US Cities: Shifting Landscapes and Technological Change
This article studies the dynamics of innovation in the US Core-Based Statistical Areas over a long period (1860–2019), with the production of patents used as a proxy for innovation. The results show that innovation has always been highly concentrated, albeit with alternating periods of greater and lesser concentration. Despite the relative stability of the distribution of innovation, cities have experienced notable movements inside the distributi…
Social trust and the advanced aspects of social progress. Evidence for the European regions
Social trust is a deeply-rooted feature of society, whose positive impact on economic performance has been widely documented in many contexts. However, its impact on the non-economic aspects of social progress that characterize advanced societies, such as personal rights, freedom, tolerance and inclusion and access to advanced education is still understudied, especially at the subnational level. As shown by the European Social Progress Index (EU-…

Building a Social Progress-Adjusted Indicator of GDP Per Capita for the European Union’s Regions
Boosting economic, social and territorial cohesion is a high priority for the European Union. The regional Cohesion Policy is its instrument for achieving this objective, with GDP per capita being the principal criterion for funding allocation. However, social cohesion also embraces a comprehensive range of non-economic features. This paper proposes a composite indicator of GDP per capita adjusted for social progress that incorporates both econom…
Is the European Social Progress Index robust? Implications for the design of European Union regional Cohesion Policy
The European Social Progress Index (EU-SPI) is a composite index launched by the European Commission in 2016 to assess social progress. It is constructed using non-economic indicators, and is intended to serve as a tool for European regional policies. This paper shows that the 2020 release of the index is robust to multiple alternative designs, and thus suitable for policymaking. The EU-SPI and gross domestic product per capita (GDPpc) are positi…
Quality of government and economic growth at the municipal level: Evidence from Spain
This paper analyzes the relationship between government efficiency—an important dimension of quality of government—and economic growth at the municipal level in 1,820 Spanish municipalities during the period 2008–2015. At this level of disaggregation, the literature is virtually nonexistent due to severe data constraints. The efficiency of local government provides an accurate indicator of how good local authorities are in managing their budget. …
