Strengthening the Democratic Project
Studies show that citizen dissatisfaction with democracy is on the rise. Equally, trust in public institutions is on the decline, but despite this, citizens desire to shape the future of society is growing. The contribution of this paper is three-fold. First, the varying interpretations of democracy are scrutinised in order to surface the nature of scrutinized liberal democracy. Second, the negative impacts of democracy cycles are highlighted as …

Female board directors' resilience against gender discrimination
Despite regulatory efforts to promote gender diversity on boards, women are still severely underrepresented in board leadership in the UK, beyond FTSE 100 companies. Evidence suggests that women, when poorly represented in the workplace, are more likely to suffer discrimination. In this study, we report the first‐hand experiences of gender discrimination suffered by female directors and present the process of how they build resilience through dev…
SpAds
This paper examines how opinion-shaping political and civil service stakeholders view the role and contribution of Special Political Advisers (SpAds) within the Westminster system of government. The literature only recently paid considered attention to this role, partly due to the recent reforms that spawned the emergence of SpAds, but also because political advisers still only represent a small population within the government community. It is a…

The changing face of leadership in the global context
The history of civilization has witnessed the rise and fall of great societies. These have evolved complex and sophisticated internal social structures that have required leaders to direct, organize, and allocate activity and resources. As societies evolve they develop new organizational structures that place new demands on social leadership. In the past, societies have been defined by distinct social boundaries with clear identities and shared v…

Designing the operating model
With the strategy in place and a clear idea of the characteristics of the macro and micro strategic levers, the second part of the cycle is to improve organizational structure and governance to support the effective delivery of the operating model in line with the strategy. The key question the leadership needs to ask is: how should the government be structured and operated to ensure that it is truly fit for purpose today and tomorrow? This inclu…

Calling on Jefferson
Aimed at reinforcing the democratic values of freedom of speech and increased diversity in civic access to the means of communication, this paper examines the concept of democracy within an information and communication technology-mediated context. Discussion proceeds with an analysis of orthodox views adopted by Jefferson and the architects of the American Constitution. Building on the Jeffersonian tradition, a critique is presented of present-d…
Developing a leadership cadre for the 21st century
The UK civil service has experienced considerable challenges in introducing new ways of working as well as alternative organizational designs, both for the purposes of achieving ‘best value’ during the last two decades of the last century. In addition to the strategic changes introduced, people development and training has been equally vigorously pursued in order to facilitate the reconfigurations that have been implemented. This article presents…
Intimacy
The authors report the findings from an international survey of over 200 people into intimacy at work, which shows that for many, intimacy at work is not a problem as long as it is handled well. They look at the possible interventions in managing the impact of intimacy at work and find that it is difficult to effectively regulate such a personal area, guidelines for managers need to be specific to the organisation to reflect the culture
Reinventing the Democratic Governance Project through Information Technology? A Growing Agenda for Debate
Postindustrial societies have arrived at a moment of immense democratic and entrepreneurial opportunities that has been made possible by information technology. At the same time, however, these opportunities pose potential threats if they are not debated and planned for in consensually–legitimate ways. This article examines the current problems of representative democracy and the impact of information technology on the current and future quality …
Ethics, values and behaviours
Three societies with similar initiatives for public service re‐configuration and reform – the UK, Canada and Australia – are examined to highlight the many‐faceted issues of public service ethics and the different approaches these governments have taken to re‐building public trust and enhancing public service ethics in times of rapid change. These efforts for re‐building an ethical public service are scrutinized according to four criteria for eff…

The experience and learning from a 15-month ci process with a group of 12 senior managers from various departments/agencies within the UK civil service, is presented. Framework of the Social Services
Over the last two decades, change has been an important theme for the public services in England and Wales. The Salmon Report heralded the change era by attempting to rationalise the nursing hierarchy according to specific definitions of nursing tasks and grades of pay (1). The Seebohm Report followed suit, recommending that any improvements in the social services had to be accompanied by fundamental administrative re‐organisation(2). Seebohm sta…
