This paper explores the phenomenon of mimicry in the selection of economic domains for Smart Specialisation Strategies (S3) and discusses the regional policy implications of strategic mimicry. By analysing S3 documents from European regions, we identify and distinguish between two general types of mimicry: ‘follow the peers’ and ‘follow the role models’, against the more desirable ‘follow the indicators’ priority selection strategy. This paper adds a multidimensional perspective to the study of related diversification. We examine how regions diversify into new jobs – defined as unique industry-occupation combinations – asking whether they do so from related industries or related occupations. We use linked employer-employee data for all labour market regions in Norway, covering the time period 2009–2014. Diversification into new jobs is more likely in the presence of related …

The article examines a key component of regional smart specialisation strategy, namely the entrepreneurial discovery process (EDP) and how it unfolds in three regions in Norway. The authors seek to understand the interpretation and operationalisation of the EDP by conducting a constructivist thematic analysis of regional strategy documents and associated material in Rogaland, Vestland, and Nordland.
