Beyond nuclear versus renewables
Amid intensifying climate and geopolitical disruptions, energy security and energy transition increasingly appear to be in tension. This study examines how energy security has been politically constructed in South Korea, and its implications for the country's low-carbon transition. Existing research on energy security has focused on individual fuels or technologies and remained concentrated in the West, leaving East Asia understudied. Drawing on …
Proposing a value-sharing mechanism for wind power
As governments increasingly promote installing wind power plants, conflicts with residents have emerged. Some wind farm villages implement financial benefit-sharing schemes and organize public hearings, yet empirical evidence on the effectiveness of such mechanisms remains limited. This study examines whether financial benefit-sharing and community participation are associated with residents' acceptance of wind turbines and with environmental awa…
Varied drivers for reducing CO2 emissions in countries with legislated carbon neutrality targets
Since the Paris Agreement, an increasing number of countries have set carbon neutrality targets through legislation. This study evaluates the performance of countries with legislated carbon neutrality targets in reducing carbon emissions and explores the historical factors influencing these reductions. We applied the Kaya identity to decompose emissions into GDP per capita, energy intensity, and carbon intensity. Time series K-means clustering wi…
Coalition Opportunity Structures and Advocacy Coordination in Consensus and Majoritarian Democracies
Research on advocacy coalitions suggests that belief homophily—the tendency of actors to coordinate based on shared policy beliefs—drives coalition formation. However, coalition opportunity structures, which are shaped by institutional contexts, may influence the extent to which belief homophily matters. We argue that coordination dynamics differ between majoritarian and consensus democracies. While majoritarian systems promote moderate norms of …

Shared Positions on Divisive Beliefs Explain Interorganizational Collaboration
Collaboration between public administration organizations and various stakeholders is often prescribed as a potential solution to the current complex problems of governance, such as climate change. According to the Advocacy Coalition Framework, shared beliefs are one of the most important drivers of collaboration. However, studies investigating the role of beliefs in collaboration show mixed results. Some argue that similarity of general normativ…
Strategic environmental assessment implementation
As a significant decision support tool, Strategic Environmental Assessment (SEA) has been legally necessitated since 2003 when the Environmental Impact Assessment Law of the P.R. China was put into effect. However, the different national development targets and the social and economic development gaps between the western region and the eastern region of China greatly influence the SEA implementation. This paper demonstrates the differences in the…
The Shaping of Japanese Discourse on Nuclear Energy Technology in the Early Post-War Period
This article explores Japanese perceptions of nuclear technology from 1945 to 1956, the early stage of the introduction of nuclear technology, by using discourses of the government and of antinuclear civil movements. It is based on the theoretical framework that discourses construct social perceptions of science and technology. For this purpose, statements such as official documents of the Japanese government and declarations made by the antinucl…
Exploring Environmental Governance for the Protection of Endangered Species
Multiscalar energy transitions
We investigate the multiscale roles of renewable energy cooperatives (RE co-ops) in South Korea. This paper focuses on citizen participatory RE co-ops as a niche that plays a vital role in the community-led energy pathway. This paper conducted a narrative analysis based on data about RE co-ops' current status and in-depth interviews. We analyzed core changes and inertia in the conventional energy system at the national, regional, and local scales…
Building energy democracy to mend ecological and epistemic rifts
This paper brings together metabolic rift theory and discussions surrounding energy democracy. Energy democracy is interpreted as a political program and social movement to alter the social order in ways that mend the ecological, knowledge, and epistemic rifts of energy systems. The ecological rifts of conventional energy systems refer to material separations between sites of energy production, refinement, generation, consumption, and disposal th…

Conflicting Climate Change Frames in a Global Field of Media Discourse
Reducing global emissions will require a global cosmopolitan culture built from detailed attention to conflicting national climate change frames (interpretations) in media discourse. The authors analyze the global field of media climate change discourse using 17 diverse cases and 131 frames. They find four main conflicting dimensions of difference: validity of climate science, scale of ecological risk, scale of climate politics, and support for m…
The Current Status of Green Growth in Korea
The Republic of Korea's economy has been one of the economic marvels of the last few decades, growing rapidly and steadily, with few downturns. By 2010, the ROK had the world's 12 th largest GDP, and ranked 10 th among nations in electricity consumption and production, 10 th in gas imports, 9 th in oil consumption, and 4 th in oil imports. The ROK has become an international force in several industries, including steel, automobiles, and electroni…
Less Energy, a Better Economy, and a Sustainable South Korea
An energy efficiency scenario (Joint Institute for a Sustainable Energy and Environmental Future) demonstrates that an energy future built on the use of cost-effective, high-efficiency technologies is clearly within the grasp of South Korea and would justify a nuclear power moratorium with significantly lower carbon dioxide emissions. This is a promising result, especially because applications of other sustainable energy options, such as renewabl…
Efficient Global Warming
As liberal democracies, what can the United States, Europe, and Japan be expected to embrace as “democratic” solutions to global environmental problems such as climate change? It is our argument that contradictions in liberal democratic politics lead these states to advocate solutions that are nature-as-commodity oriented and that idealize the notion of “managed nature.” In the case of climate change, we specifically argue that liberal democracie…
